About this opportunity
The Commonwealth of Kentucky, through the Finance and Administration Cabinet and the Kentucky Transportation Cabinet, is seeking proposals for the modernization of the Kentucky Drivers License Information System (KDLIS). The modernization effort, called the Kentucky's Information Network for Driver Licensing (KINDL) project, requires the selected vendor to replace the existing mainframe-based KDLIS system within 18 months of contract award. The new solution must maintain compliance with all federal mandates enforced by AAMVA and be updated to comply with state legislative changes. The vendor must have experience as the prime contractor on at least five modernized integrated driver licensing systems implemented in AAMVA jurisdictions within the past 10 years, with at least three of those projects including integrations with Idemia for image capture, back-office, and credential printing. Proposals are due by June 21, 2024 at 3:30 PM ET.
The RFP does not specify any set-aside requirements or designate any incumbent contractors. The current KDLIS system was initially developed in 1989-90 and faces challenges with maintaining legacy mainframe technology. The Commonwealth is seeking a vendor-hosted cloud-based solution that can integrate with existing systems like Idemia and Tyler Technologies. Pricing is to be submitted separately, and the initial contract term is 6 years with two optional 3-year renewal periods. The Commonwealth reserves the right to negotiate the final contract terms with the selected vendor.
