About this file

This document is the Commonwealth's Response to Vendor Written Questions for RFP 758 2400000459 related to the Kentucky Drivers License Information System Modernization project. The RFP does not require compliance with the CJIS Security Policy, but does prefer FedRAMP Moderate compliance for the cloud hosting environment. The Commonwealth expects the vendor to meet the reporting and data sharing requirements without a specific need for a data lake. The RFP includes restrictive requirements around the vendor's prior experience with modernized integrated driver licensing systems, which may limit competition. The Commonwealth has indicated they will revise Section 3.1 of the RFP to address this.

The Kentucky Drivers License Information System Modernization project is seeking to modernize the state's driver licensing system from a mainframe legacy system. The RFP has a specific set of technical and integration requirements, including capture, back-office, facial recognition, and credential printing capabilities through Idemia. The Commonwealth expects the modernized solution to be successfully deployed, fully functional, within budget, and currently in operation.
