About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Kentucky Department of Education, issued Request for Bid (RFB) 758 2100000497 for cleaning and sanitizing services at the Kentucky School for the Blind (KSB) located at 1867 Frankfort Avenue, Louisville, Kentucky 40206, and the Kentucky School for the Deaf (KSD) located at 303 South 2nd Street, Danville, Kentucky 40422. Bidders may submit proposals for either school individually or both schools combined. The scope of services encompasses COVID-19 prevention-focused cleaning and disinfecting across eight buildings total—four at each facility—including classroom buildings, dormitories, and related structures, with nightly cleaning operations at classroom facilities (4:00 PM to 9:00 PM) and daytime cleaning at dormitories (8:00 AM to 3:00 PM), Monday through Friday, excluding weekends and nine specified holidays, for a total of 275 service days running from May 1, 2021 through July 1, 2022. Services include disinfection of high-touch surfaces such as door handles, light switches, and desks; restroom fixture sanitization; floor cleaning and mopping; hallway maintenance; and trash removal across approximately 58,408 square feet of facility space at KSB and comparable areas at KSD. Bidders must have a minimum of five years of documented experience with similar cleaning and sanitizing customers and must submit site visit validation forms evidencing completion of facility tours conducted March 15-19, 2021 between 9:00 AM and 3:00 PM (failure to obtain signed validation forms rendered bids non-responsive). The bid closing date was extended through four addenda to April 6, 2021 at 1:30 PM ET, with electronic submission required through the Commonwealth's eProcurement system. Award determination utilized a best value approach allocating 90 points to price (lowest responsive bidder receives maximum points) and 10 points to experience (points awarded only for experience exceeding the five-year minimum, capped at 50 years for evaluation purposes), with pricing submitted on designated bid price sheets on a per-day basis and invoices submitted monthly on a Net 30 payment term.
Kentucky resident bidders are eligible for reciprocal preference against non-resident bidders, and qualified bidders including Kentucky Industries for the Blind and certain nonprofit organizations receive a 15 percent preference on maximum points; Kentucky Correctional Industries receives a 20 percent preference. All bidders must submit a Required Annual Affidavit affirming compliance with Kentucky campaign finance laws, tax registration and filing requirements, non-delinquency on state taxes and fees, workers' compensation coverage, and other statutory compliance certifications; additionally, prior to award, successful vendors must submit Revenue Form 10A100 (Kentucky Tax Registration Application), proof of Secretary of State registration for foreign entities, and EEO forms where applicable. Bidders must maintain general liability insurance of $1,000,000 and Kentucky Workers' Compensation Insurance, providing ACCORD certificates within 10 days of award, and vendor staff must pass drug testing (10-panel minimum) and background screening including criminal history and sexual offender database checks at the vendor's expense. The solicitation documents do not identify any incumbent contractors or specific budget allocations; however, the contract structure—pricing submitted on a per-day basis for 275 service days across multiple buildings at each facility—indicates variable total costs dependent on submitted bids. The Commonwealth will provide storage space, trash can liners, trash disposal facilities, water, electricity access, and facility access badges, and all contractor staff must comply with COVID-19 safety protocols including mask wearing, hand sanitizer use, social distancing, and potential temperature screening and medical questionnaires upon facility entry.
