About this opportunity
Maryland Correctional Enterprises (MCE), a division of the Department of Public Safety and Correctional Services, is requesting bids on kraft envelopes for delivery to two correctional facilities with bids due March 18, 2026 at 8:00 AM local time via eMMA and questions due March 13, 2026.
The scope comprises four envelope line items in reduced quantities per Addendum #2: 50,000 units of 6×9 kraft clasp; 10,000 units of 6.5×9.5 kraft clasp; 60,000 units of 10×13 kraft clasp; and 10,000 units of 10×13 kraft inter-department. Three envelope types must meet USPS standards; inter-department envelopes are exempt. Orders are placed on an as-needed basis in minimum quantities of 1,000 each. Delivery locations are the RCI Graphics Plant at Roxbury Correctional Institution in Hagerstown and Graphics Plant #2 at Maryland Correctional Institution–Jessup in Jessup. Deliveries must occur between 7:30 AM and 1:00 PM, Monday through Thursday (excluding state and federal holidays), with one business day advance notice to the plant supervisor. No freight charges or additional fees are permitted; shipping costs must be included in unit price with delivery FOB destination.
This is a single-award, indefinite-quantity contract with fixed unit prices for a one-year base period and an optional one-year renewal. All prices must remain firm for a minimum of 90 days from the contract effective date. Price increase requests require 30 days' written notice and bona fide documentation; MCE reserves the right to accept or reject increases and may terminate for cause or non-performance.
The incumbent contractor is Cenveo, with prior awarded unit prices ranging from $0.0702 to $0.3164 per envelope. Historical annual usage ranges from 4,200 to 115,000 units per line item.
There are no MBE or VSBE subcontracting goals and no bid bonds required. Award is based on lowest total bid price from a responsible, responsive bidder. Bidders must submit financial statements for the previous two years, Bid/Proposal Affidavit, Price Form, Bidder Information Sheet, Conflict of Interest Affidavit, List of Current or Prior State Contracts, Legal Action Summary, and list of all anticipated subcontractors. Payment is by electronic funds transfer with 30 days to process invoices from receipt. Vendors must acknowledge receipt of Addendum #1 and Addendum #2 with their bid or face disqualification.
