About this file
This is a Questions and Answers document related to a Kraft Envelopes procurement by the Department of Public Safety and Correctional Services, Maryland Correctional Enterprises (MCE). The solicitation seeks bids for four line items of kraft envelopes to be delivered to two locations: the RCI Graphics Plant at Roxbury Correctional Institution in Hagerstown, Maryland, and Graphics Plant #2 at Maryland Correctional Institution - Jessup in Jessup, Maryland. The four envelope types include 6x9 Brown Kraft, 6.5x9.5 Kraft Clasp, 10x13 Kraft Clasp, and 10x13 Kraft Inter Department envelopes. Historical annual usage over the past two years ranged from 4,200 to 115,000 units per line item, while actual quantities ordered in the previous contract year were 4,200 to 60,000 units. Orders are typically placed quarterly on an as-needed basis depending on MCE customer requirements and may be ordered together in single shipments.
Pricing for this contract will be submitted by bidders as part of their proposals, with no cap on annual increases. Three of the four envelope types must meet USPS standards, with the exception of the 10x13 Inter Department envelopes. The current contract holder is Cenveo, with awarded unit prices ranging from $0.0702 to $0.3164 per envelope. Payment terms provide MCE with 30 days to process invoices from the date of receipt. Bidders should specify their proposed delivery timeframe as part of their bid submission. Price increases have been approved under the current contract, indicating a flexible pricing adjustment mechanism during the contract term.
