About this opportunity
High Valley Transit District is requesting proposals for Construction Manager/General Contractor services for the Kimball Junction Transit Center relocation project in Summit County, Utah, with proposals due July 10, 2026 at 2:00 p.m. and selection committee meetings scheduled for July 16–17, 2026. The contractor must comply with federal requirements including Davis Bacon Wages, Buy America Certification, and Debarment and Suspension Certification, reflecting federal funding involvement. The contractor will contract directly with HVT; no contractual relationship will be established with Summit County, Park City Junction LLC, or other P3 participants.
The project encompasses two phases: Phase I Pre-Construction Services (approximately nine months) with a fixed-price submission, and Phase II Construction Services (Spring 2027 through October 2028 substantial completion) under a Guaranteed Maximum Price model negotiated through open-book cost estimating. The contractor must self-perform a minimum of 40 percent of the total dollar value of Cost of Work for Phase II. The project will relocate HVT's existing transit center to serve as a northern anchor for the S.R. 224 corridor and function as a primary hub for local and regional bus services, microtransit, commuter parking, and active transportation connections. Existing site demolition will proceed while HVT operates temporarily from the Summit County PEAK building parking area.
Pricing proposals carry 25 percent evaluation weighting. Form A addresses Phase I fixed pricing, and Form B addresses Proposed Profit and General & Administrative Overhead percentages for Phase II. An incentive fee program may be established during pre-construction negotiations at HVT's discretion. Liquidated damages will be assessed for delays beyond the Substantial Completion Date, with the per-day rate determined during pre-construction. Contract terms utilize AIA Document A201-2017 General Conditions. Written questions are due July 2, 2026. No contract value ceiling is specified in the source.
