About this file
This is a Request for Proposals (RFP) issued by High Valley Transit District (HVT) in Utah for Construction Manager/General Contractor (CM/GC) services for the Kimball Junction Transit Center (KJTC) project located in Summit County, Utah. HVT seeks to select a contractor to manage the relocation and reconstruction of its existing transit center, which will serve as a northern anchor for the S.R. 224 corridor and function as a primary hub for local and regional bus services, microtransit, commuter parking, and active transportation connections. The project encompasses two contract phases: Phase I Pre-Construction Services (approximately nine months duration) and Phase II Construction Services (commencing Spring 2027 with substantial completion targeted for October 2028). The RFP was available beginning June 19, 2026, with written questions due by July 2, 2026, and proposals due by 2:00 p.m. on July 10, 2026. Selection committee meetings are scheduled for July 16, 2026, with interviews on July 17, 2026, and anticipated contract approval by July 31, 2026. No site visit or bidders conference is specifically mentioned in the document.
The contract structure employs a Guaranteed Maximum Price (GMP) model for Phase II services, to be negotiated through open-book cost estimating during Phase I, with the GMP consisting of Cost of the Work, General & Administrative Overhead, and Proposed Profit. The contractor must self-perform a minimum of 40 percent of the total dollar value of the Cost of Work for Phase II and submit a fixed price for Phase I pre-construction services. Pricing proposals are weighted at 25 percent of the evaluation criteria, with Form A addressing Phase I services and Form B addressing Proposed Profit and G&A Overhead percentages. The project is funded through federal and local funding sources, with federal interest potentially transferable from the existing transit center constructed in 2016. Contractors are required to comply with federal requirements including Davis Bacon Wages, Federal Clauses and Provisions, Buy America Certification, Debarment and Suspension Certification, and Lobbying Restrictions Certification. The contract terms utilize AIA Document A201-2017 General Conditions, and an incentive fee program may be established during pre-construction negotiations at HVT's discretion. Liquidated damages will be assessed for delays beyond the Substantial Completion Date, with the per-day rate to be determined during the pre-construction phase.

Part 1 – Project Information
1. GENERAL OVERVIEW
High Valley Transit District (HVT) has entered into a Public-Private Partnership (P3) Agreement with
Summit County and Park City Junction LLC to relocate HVT’s existing Kimball Junction Transit
Center (KJTC). The existing site will be demolished and HVT will operate in a temporary facility at the Summit County PEAK building parking area until the new transit center is opened in 2028. HVT is seeking to select a contractor (“Contractor”) to perform Construction Manager/General Contractor
(CM/GC) services for the KJTC Project (the “Project”). The selected Contractor will contract directly with HVT and no contractual relationship shall be established between the Contractor and Summit
County, Park City Junction LLC, or any other P3 participant.
The Construction Services Agreement will be a two-phase contract, the first phase being pre-construction services for the Project (Phase I – Pre-Construction Services). The second phase of the Construction
Services Agreement will be for construction services (Phase II – Construction Services) and will only be entered into after successful open-book negotiations by HVT and the Contractor result in a
Guaranteed Maximum Price (GMP). See Part 4 of this RFP for a sample Construction Services
Agreement for this Project.
2. PROJECT GOALS
To successfully integrate into the Project Team, the selected CM/GC must understand and embrace the goals established by HVT for design and align its construction approach accordingly. These goals define the overall direction and intended outcomes for the Project and serve as the foundation for decision-making throughout its delivery. The Contractor is expected to carry these objectives forward through proactive collaboration, thoughtful planning, and disciplined execution, ensuring that construction activities consistently support and reinforce the design intent. The following design goals establish the framework for the Project:
• Deliver a high-quality, functional, and durable Transit Center that supports long-term
HVT operations and growth.
• Create a seamless pedestrian, wayfinding, and placemaking connection between the
Transit Center and the adjacent P3 development so that the site feels unified, intuitive, and natural for users beginning or ending their visit at the Transit Center.

HVT understands that one of the major factors for success of a Project is that the team is experienced in the work that it is performing. As such, HVT has stated the qualifications of each key personnel in order to provide the Proposer with the criteria that will be used to evaluate the team of key personnel proposed.
Tab 3: Project Understanding and Approach to the Work
The Proposal shall describe the proposed approach to completing the Project. The Proposer is encouraged to describe its approach to technical and procedural elements it perceives to be significant to the success of the Project. Proposer should address all elements listed below in a format that clearly links the response to the element.
A) Phase I - Pre-Construction Approach
The Proposer shall describe the personnel and resources it will devote to pre-construction services for the Project, including how much time (on a percentage basis) it anticipates that each person will spend performing pre-construction services, and what types of services each person will perform. Pre-construction services may include professional services, such as, VE, constructability reviews, quantity take-offs, open-book cost estimating, scheduling, permitting assistance, partnering, interagency coordination, and long lead time material purchases. Provide your approach to developing a fair and reasonable price for the project. Demonstrate that your approach can be used to successfully negotiate a fair and reasonable price for the project (include actual project examples if applicable). Include a description of the information and documentation the Proposer intends to make available to HVT as part of the GMP Price Proposal process.
The Proposer shall describe its approach to fostering a teaming atmosphere and partnering with the Project Team to resolve issues throughout the project, and to identify and capitalize on the strengths of each project team member to improve project outcomes. Discuss collaboration, unity of effort, project culture, and approach to partnering with the various stakeholders to resolve conflict and efficiently complete the work.
B) Phase II – Construction Approach
1. Cost Control Plan
The Proposer shall explain how it will approach cost control to control budgets, limit changes and change orders. The Proposer shall also explain how it will implement value engineering
(“VE”) efforts during the pre-construction phase, and constructability reviews to identify efficiencies during the Project. The Proposer shall include the means and methods that will be used and, specifically, how its key personnel will interact with HVT staff and other project stakeholders to introduce VE proposals and work through the VE process during the lead up to construction and during the construction phase.
2. On-Time Completion and Schedule Management
The Proposer shall provide a preliminary baseline schedule in a time-scaled bar chart format, P6, or CPM showing Project pre-construction, procurement and construction schedules, in order to illustrate an understanding of the Project milestones and constraints including proposed phasing. The Proposer shall address construction staging, sequencing of work, mobilization, long lead time material procurement, substantial completion, plans for testing, commissioning, the punch-list period, and final acceptance. The proposer shall describe their approach to efficiently phasing the construction of the Project while minimizing the impacts to the traveling public (vehicles, pedestrians, transit users, and active transportation users) and to businesses and residents along the project corridor. The Proposer shall describe its weekly and monthly update procedures and how changes in the critical path are to be documented. The Proposer shall describe its schedule management approach and how the baseline schedule will be used during pre-construction and construction to meet HVT’s goal and ensure substantial completion on or before the date (“the Substantial Completion Date”).
Liquidated damages will be assessed per day that Substantial Completion is delayed beyond the
Contract Substantial Completion Date. The per day rate of liquidated damages is to be determined during the Pre-construction phase (See Example Contract, included in Part 4 of this
RFP for liquidated damages and other contractual terms).
3. Quality Control Plan
The Proposer shall provide a brief detailed description of its quality control (“QC”) program for this Project and shall illustrate and describe the proposed QC organization. The Proposer shall show and describe how QC functions and how organization will be independent of production managers. The Proposer shall describe the QC inspection, sampling, and testing procedures planned. The Proposer shall describe methods of corrective action and recovery techniques used to institutionally correct the issue or problem once issues or problems are identified. The QC plan should demonstrate the Proposer’s familiarity with and commitment to adhere to Summit
County building code. The QC plan should address how QC is applied to invoices prior to sending to HVT.
4. Safety Plan
Safety is of the utmost priority to HVT. The Proposer shall briefly describe its proposed safety plan and approach to incident-free management of safety risks for the Project. Proposers shall include a full copy of its corporate safety program in the Appendix. The Contractor will develop a project-specific safety plan as part of the Phase I - Pre-Construction Services.
5. Contracting Plan
The Proposer shall briefly describe its subcontracting plan for the Project, including identifying the types of work that the Proposer anticipates self-performing, and any types of work the
Proposer intends to subcontract. The Proposer shall describe its plan to involve small and disadvantaged business enterprises in its team of subcontractors. The Contractor will develop a project-specific Contracting Plan as part of the Phase I - Pre-Construction Services.
Any subcontractors identified at the time of the Proposal should be listed in this section.
Proposers are advised that important subcontractors should be identified by the time of the
Proposal. Any subcontractor identified as part of the proposal shall be considered a dedicated subconsultant and will not compete for work through low bid/best value. Dedicated subconsultants are subject to the same open book estimating process as the prime contractor and
G/A and Profit rates cannot exceed the CM/GC’s proposed rates.
6. Critical Issue Identification
The Proposer shall provide information regarding its perception of the critical issues or areas affecting the delivery, design, construction, and/or maintenance and operation of the Project.
Critical issue identification should include a statement of risks and potential mitigation, the
Proposer's planned management of each critical issue including the approach to using partnering to resolve issues, and any relevant technical approach to address the critical issue, if such technical approach has been developed by the Proposer. Preferred presentation of Critical Issues is in table format.
Tab 4: Team Experience and Quality of Similar Work
The Proposer shall provide one-page resumes for all key personnel. The Proposer shall clearly identify the key personnel's proposed roles for these Project(s) and relevant experience. One page resumes must include each individual’s education, work history, length of tenure with the firm, and relevant experience with similar projects and specifically include those listed in Tab 2. The Proposer shall provide named owner references for the key personnel. References must have been directly involved, as a representative of the owner, in work performed by the key personnel in the last five years. HVT reserves the right to contact the reference specifically named by the Proposer in its Proposal or any other additional references as deemed appropriate, including references suggested by the Proposer's named references or references known to the HVT through its own knowledge of the transportation industry. The work should be similar in nature to the work on this Project. The Proposer shall describe the work performed for the reference.
Tab 5: Proposal Forms to be Submitted by Proposer
To the extent applicable, the Proposer should specifically identify in Tab 5 any exceptions with regard to the Standard Contract Terms/Sample Contract included in Part 4 of this RFP, proposing requested alternative language (as necessary). Tab 5 does not count toward the page limit defined in the Cover
Sheet.
3. PRICE PROPOSAL AND REQUIRED CERTIFICATIONS
The Price Proposal should be submitted through Bonfire prior to the date listed on the Cover Sheet and provide the price information on the forms provided as Part 5 of the RFP.
Form A
