Proposers must demonstrate capability through comprehensive budget development, detailed work plans utilizing the Oregon Juvenile Crime Prevention Risk Screen, and documented cultural competency plans encompassing environment assessment, diverse staffing, mandatory training, and equitable service delivery across all cultural backgrounds. Any public or private organization is eligible to submit a proposal, and collaborative submissions and multiple awards are permitted; however, all contractor staff must complete mandatory background checks within 30 days of contract execution, PREA training prior to work commencement with biennial refresher training, HIPAA awareness training on an annual basis, and cultural competency training (minimum four hours annually). Contractors must maintain comprehensive insurance coverage including Commercial General Liability ($1,000,000/$2,000,000), Automobile Liability ($1,000,000 combined single limit), Professional Liability ($1,000,000/$2,000,000), Workers' Compensation with employers' liability limits of $500,000/$500,000/$500,000, Cyber Liability ($1,000,000 per occurrence), and Physical Abuse and Molestation Insurance ($1,000,000 per occurrence), with Washington County named as an additional insured. The five-year contract term spans July 1, 2026, through June 30, 2031, with estimated total funding of $2,018,040 allocated as follows: $411,430 for fiscal year 2026-2027; $803,305 for the 2027-2029 biennium; and $803,305 for 2029-2031, with indirect costs capped at 10 percent of the proposed budget and proposers required to budget for Consumer Price Index adjustments within the total available funding.
