About this file
This is an insurance requirements attachment document issued by Washington County, Oregon, for a Juvenile Crime Prevention Community Program contract. The document outlines the state insurance program requirements that contractors must satisfy when providing specialized services to high-risk youth in middle and alternative schools across Washington County. The program aims to serve approximately 300 youth annually through full-time and part-time staff positions, with liaison services available year-round. Services are designed for youth identified as high-risk of entering the juvenile justice system or referred for early intervention by the Juvenile Department, with individual service periods projected at 3-6 months based on youth needs and accountability factors. Participation is voluntary for youth not yet involved with the Juvenile Department, though those referred for delinquency offenses who decline participation will be returned to the Juvenile Department for alternative response.
The contractor is required to defend, indemnify, and hold harmless the State of Oregon, its agents, officers, elected officials, and employees from all claims, demands, and judgments arising from the contractor's negligent performance or willful misconduct, including those involving property damage, bodily injury, or death. The contractor must name the State of Oregon, its officers, employees, and agents as additional insureds with respect to all activities performed under the contract, with coverage required to be primary and non-contributory to any other insurance or self-insurance maintained by the state or county.
