About this opportunity

The State of Illinois, through Central Management Services in cooperation with the Chief Procurement Officer for General Services, is requesting bids to establish a Joint Purchase Master Contract for plumbing repair and maintenance services in Region 1 (the Northeast Territory, covering Cook, DuPage, Grundy, Kane, Kankakee, Kendall, Lake, McHenry, and Will counties) under solicitation B-52540 NE, with bids due July 7, 2026. The contract will award up to Secondary and Tertiary Vendors to fill the remaining 40% of the region's allocation; a Primary Vendor was previously awarded at 60%. A pre-bid conference is scheduled for June 25, 2026 at 3:00 p.m. via Webex.

The scope includes general and emergency repair and maintenance services for plumbing systems, distribution systems, equipment, components, and fixtures on an as-needed basis, with routine response times of eight hours and emergency response times of two hours. Vendors must be licensed plumbing contractors registered with the State of Illinois with at least two years of experience in commercial, industrial, and institutional plumbing and must maintain general commercial liability insurance of $1 million per occurrence ($2 million annual aggregate) and auto liability of $1 million per occurrence. All work and materials are guaranteed for one year. The contract term begins upon execution and extends through March 31, 2030, with a maximum total term not to exceed ten years including renewals or extensions.

Pricing is based on vendor-supplied hourly labor rates meeting or exceeding prevailing wage rates within the region (which vary significantly by county, ranging from approximately $66.54 to $135.25 per hour for standard work depending on plumber or foreman classification) plus materials invoiced at vendor's actual cost. Bids must remain firm for 180 days from opening.

A Business Enterprise Program (BEP) goal of 18% and a Veteran Small Business Program (VSBP) goal of 3% apply; bidders must submit utilization plans demonstrating achievement through self-performance or certified subcontractors. All vendors must complete Vendor Disclosure forms, Standard Illinois Certifications, and IPG registration or disclosure documentation. No bid or performance bonds are required at submission. The contract is available to all governmental units as a cooperative purchasing agreement.
