About this opportunity
This state and local contract opportunity is an Invitation for Bid (IFB) issued by the Illinois Department of Central Management Services (CMS) to establish a joint purchase master contract for the procurement of hand tools and power tools. The contract will enable governmental units and qualified not-for-profit agencies in Illinois to purchase these items on an as-needed basis during the four-year contract term, with the potential for up to ten years. Vendors must provide a comprehensive full-line selection of high-quality commercial-industrial power hand tools and accessories from a Manufacturer's Suggested Retail Price (MSRP) list. Bids are due on November 12, 2020, and the State intends to award the contract to the responsive and responsible bidder who submits the lowest overall total price after applying the percent discount bid to the MSRP of the selected products. The contract allows for subcontracting, and there is a 3% Business Enterprise for Minorities, Women, and Persons with Disabilities (BEP) participation goal.
The procurement opportunity is open to any qualified vendor, but the State has provided a list of BEP-certified vendors that the prime contractor may select from to satisfy the BEP subcontracting goal. The contract was previously awarded to Occupational Training & Supply, Inc. for a 4-year term with no renewal options, with an award value of $200,000. The State estimates a financial return of an undisclosed amount for the life of the contract, as well as the estimated gross revenue to the vendor. There are no set-asides or restrictions on the types of organizations that can respond, and no mention of any incumbent vendors or technology integration requirements.
