About this opportunity

The Illinois Department of Central Management Services, in cooperation with the Chief Procurement Officer for General Services, has issued an Invitation for Bid (IFB) to establish a Joint Purchase Master Contract for the procurement of JPMC Collection Cups for Random Drug Testing. The contract will enable the State of Illinois, governmental units, and qualified not-for-profit agencies to purchase collection cups with self-contained panel cassette test mechanisms capable of detecting multiple drugs and/or metabolites on an as-needed basis over a contract term of up to four (4) years, with no option to renew. The IFB seeks pricing per unit of measure based on minimum order quantities, with prices to include all costs shipped F.O.B. Destination. Vendors may request one upward price adjustment no more frequently than once during any given twelve (12) month period, limited to the change in the U.S. Bureau of Labor Statistics Producer Price Index.

There are no small business, minority, women, or veteran small business participation goals for this solicitation. The contract was awarded to the lowest responsive and responsible bidder, Lochness Medical Inc., for a total award amount of $204,416.25 over the initial 48-month term. The IFB received 7 bids, and the contract does not include any renewal terms. Potential bidders were provided the opportunity to attend a pre-bid conference to discuss the procurement requirements, and a Q&A document was issued to address additional questions from interested vendors.
