About this file
This document is a Q&A related to an Invitation for Bid (IFB) issued by the Illinois Department of Central Management Services for JPMC Collection Cups for Random Drug Testing, Contract #22-416CMS-BOSS4-B-23639. The IFB is seeking pricing on two line items with a total estimated quantity of 113,250 cups. The bid is a Joint Purchase Master Contract, so the quantity could increase or decrease. Bidders must respond according to the specifications outlined in Section 1.2 of the Contract within the IFB.
The Q&A addresses questions about the cup requirements, the need to submit only one bid number for the IFB, and the total estimated quantity. Pricing is requested for both line items, though the total quantity is estimated and could fluctuate since this is a Joint Purchase Master Contract.

Questions and Answers #1 8/2/2021
Q1
Curious about the cup requirement. There is more efficient and cheaper cups than the cassette mechanism cup. Can we offer a better cup at a more affordable price?
A1
To be considered responsive to the bid, you must bid according to the specifications of the bid. Please refer to section 1.2 of the Contract within the IFB for a complete list of specifications for this item.
Q2
Given that this solicitation (23639) is an IFB (as opposed to RFP), do we only need to submit our offers through one BidBuy bid number?
A2
That is correct, IFBs only require one bid number and this solicitation is an IFB.
Q3
Is this state looking for either item 1 or item 2 for a total of 56,625 pieces? As opposed to 56,625 pieces of item 1 and the same number of item two for a total of 113,250 pieces?
A3
The State is looking for pricing on both line items. The total of the two-line items is the estimated quantity requested which is 113,250. This number is estimated and since this a Joint Purchase Master Contract, the quantity could increase or decrease.
