About this opportunity
The State of Illinois, through the Central Management Services (CMS) Bureau of Strategic Sourcing in agreement with the Chief Procurement Officer for General Services, is issuing an Invitation for Bid (IFB) to establish a Joint Purchase Master Contract (JPMC) for crash cushion attenuator systems and related repair parts and accessories. This contract will make awarded vendor products and services available to all Illinois governmental units and qualified not-for-profit agencies on an as-needed basis. The procurement seeks brand name crash cushion attenuator systems, including Universal Tau II equipment, Universal Tau-M equipment, and Universal Tau II-R repair parts, along with compatible repair components and accessories designed to meet Federal Traffic Safety Standards, Federal Crash Testing Standards, and approval requirements from the U.S. Department of Transportation Federal Highway Administration (FHWA), American Association of State Highway and Transportation Officials (AASHTO), and the National Cooperative Highway Research Program (NCHRP). The vendor must maintain adequate inventory to fulfill common repair requests within 24 hours of order receipt, provide manuals and schematics within 14 days of request at no additional cost, and deliver defect-free equipment with corrections required within 30 days of discovery. The contract commences upon final execution of signatures and extends through May 30, 2028, with a maximum total term not to exceed ten years including renewal or extension periods. Bidders must submit pricing as a single percentage discount from the Manufacturer's Suggested Retail Price (MSRP) through the BidBuy electronic system, and the bid due date is February 25, 2026, with bids remaining firm for 180 days from opening. The contract will be awarded to the lowest priced responsive and responsible bidder, with awards structured by group where the vendor awarded the equipment line will also be awarded the corresponding repair parts line.
The State has established a Business Enterprise Program (BEP) goal of 0.0 percent and a Veteran-Owned Business Enterprise (VET) goal of 0.0 percent, as documented in approved Goal Setting & Review Forms dated December 2 and December 9, 2025; these goals were set at zero percent due to insufficient numbers of certified eligible minority, women, persons with disabilities-owned, and veteran-owned businesses identified in the procurement scope. No incumbent vendor has been identified, as this represents a rebid of lines that were not awarded in the previous solicitation round. Vendors must be established manufacturers or authorized dealers and must submit authorized dealer letters upon request; all items must be approved by the FHWA and sanctioned by AASHTO and/or NCHRP. Bidders must maintain general commercial liability insurance of $1,000,000 per occurrence and $2,000,000 annual aggregate, auto liability insurance of $1,000,000 per occurrence, and workers' compensation insurance as required by law. The total contract value is estimated at $1,560,000.00, with pricing firm for the first year following execution and upward adjustments permitted no more than once during any subsequent twelve-month period, subject to approval by CMS BOSS and governed by the U.S. Bureau of Labor Statistics Producer Price Index for iron and steel. Delivery is F.O.B. Destination with transportation costs paid by the vendor for orders of $500 or more, and no bid or performance bonds are required for this solicitation.
