About this file
This is an Invitation for Bid (IFB) offer form submitted to the State of Illinois for a joint purchase master contract (B-50808) for JPMC Attenuator, Crash Cushion and Parts. The Contract Management Section (CMS), in agreement with the Chief Procurement Officer for General Services, seeks to establish a master contract for brand name crash cushion attenuator systems along with repair parts and accessories for both new and existing equipment. The document serves as the formal bid submission template that requires bidders to complete required documentation, declare any applicable preferences under the Illinois Procurement Code, and submit the form in compliance with the solicitation requirements. Bidders must reference Section A.1 of the solicitation document for a complete list of required submissions, with failure to meet all requirements resulting in disqualification.
The form provides space for bidders to claim Illinois Business Preferences or Domestic Product Preferences, with supporting documentation required for preference claims. Bidders may take exceptions to standard terms and conditions by submitting a redlined version of the Standard Terms and Conditions document, though the State reserves the right to accept or reject any proposed exceptions. The Standard Terms and Conditions, which will become part of any resulting contract, are available on the Illinois Central Procurement Office website at https://cpo-general.illinois.gov/solicitation-and-contract-templates.html. By completing and signing the bid form, bidders make a formal offer to the State of Illinois for acceptance of their proposal to perform services in full compliance with the solicitation requirements.
