About this file

This is a CEI Goal Setting & Review Form (GSRF) submitted by the Illinois Central Management Services (CMS) for a Joint Purchase Master Contract (JPMC) rebid for crash cushion attenuators and related parts. The solicitation, identified as R-261887/B-49930, seeks to establish a statewide contract enabling governmental units and qualified not-for-profit agencies to procure crash cushion attenuators, repair parts, and accessories on an as-needed basis throughout the contract period. These safety systems are deployed strategically along Illinois roadsides in high-traffic locations to protect motorists from impact with roadside objects, supporting highway departments' ongoing mission to maintain safe roadways. The project encompasses a single NIGP class code (550-43) for Safety Barriers, Traffic, Stationary and Energy Absorption Systems, representing the entire project scope at 100 percent of the total dollar amount.

The total contract value is $1,560,000.00, with the form documenting a recalculated Business Enterprise Program (BEP) goal of 0.0 percent, down from the previously approved 13 percent goal established on April 14, 2025. The recalculation, completed on December 2, 2025, identified only one certified eligible business, which the purchasing entity determined insufficient to establish a meaningful BEP goal percentage. The form was approved by CEI on December 9, 2025. No incumbent vendor is identified, and the contract represents a rebid of lines that were not awarded in the previous solicitation round. The purchasing entity is responsible for identifying and considering eligible minority, women, and persons with disabilities-owned businesses as required under Illinois procurement law (30 ILCS 575/7).

CMS intends to establish a Joint Purchase Master Contract (JPMC) to enable governmental units and qualified not-for-profit agencies to purchase crash cushion attenuators as well as repair parts and accessories for crash cushion attenuators on new and existing equipment on an as needed basis during the contract period. Highway departments have an on-going mission to provide safe roadways for motorists and this contract supports this mission by providing brand name compatible attenuator repair parts and replacement systems. These attenuator systems are deployed in strategic high-traffic locations along roadsides to protect Illinois motorists from impact with solid objects along the roadside.
