About this opportunity
The State of Illinois Department of Central Management Services (CMS) is establishing a Joint Purchase Master Contract (JPMC) for brand name crash cushion attenuator systems, repair parts, and accessories designed for new and existing equipment to be utilized by all Illinois governmental units and qualified not-for-profit agencies. The procurement encompasses three groups: Group A (Universal TAU II equipment and repair parts), Group B (Universal TAU-M equipment and repair parts), and Group C (Universal TAU II-R repair parts), with pricing structured as a single percentage discount from the Manufacturer's Suggested Retail Price (MSRP) ranging from $220,000 to $450,000 depending on the product category. All items must comply with Federal Traffic Safety Standards and Federal Crash Testing Standards while receiving approval from the U.S. Department of Transportation Federal Highway Administration (FHWA), the American Association of State Highway and Transportation Officials (AASHTO), and/or the National Cooperative Highway Research Program (NCHRP). Bidders must be established manufacturers or authorized dealers and are required to submit responses exclusively through the BidBuy electronic system with a due date of January 21, 2026, and a non-mandatory pre-bid conference scheduled for December 30, 2025, at 11:00 AM via Webex. The contract will be awarded to the lowest-priced responsive and responsible bidder, with repair and accessories line items awarded to the same vendor awarded the corresponding equipment group, and vendors must maintain adequate inventory of repair parts capable of being furnished to any Illinois location within 24 hours of request. Required submittals include a Vendor Disclosure or IPG Active Registered Vendor Disclosure, an Offer to the State of Illinois, a detailed catalog price list in Microsoft Excel or CSV format, and any applicable Business Enterprise Program or Veterans Small Business Program Utilization Plans.
The solicitation contains no Business Enterprise Program (BEP) or Veteran Small Business Participation (VSBP) goals, as both are designated at 0 percent, eliminating set-aside requirements and good faith effort obligations for disadvantaged or minority-owned enterprises. No incumbent vendors or current contractors are identified in the available procurement documents, and the resulting contract will be a new establishment rather than a renewal of existing services. The contract will have an initial term commencing upon the last dated signature of the parties and ending on May 30, 2028, with a maximum total term not exceeding ten years when including renewal periods and extensions, with pricing remaining firm for the first year and subject to one upward adjustment per twelve-month period thereafter governed by the U.S. Bureau of Labor Statistics Producer Price Index for iron and steel or manufacturer's suggested retail price adjustments. Delivery terms are F.O.B. Destination with a minimum order threshold of $500, and vendors must specify the number of days for delivery after receipt of order. The contract may be partially or totally funded with Federal funds, with the specific funding percentages and amounts to be disclosed upon notice of award, and a $15 administrative fee applies to any contract awarded for $1,000 or more.
