About this opportunity
The Illinois State Toll Highway Authority (Illinois Tollway), as lead agency with the Illinois Department of Transportation participating, is soliciting bids under IFB 26-1170 (BidBuy B-53219) for three-year roadway sweepings pick-up and disposal services, with bids due October 28, 2026. The procurement carries a Business Enterprise Program (BEP) utilization goal of 26% for NIGP Code 968-71, and failure to submit a completed Utilization Plan renders a bid non-responsive. Bidders must identify how they will meet the goal through self-performance by a BEP/VBP-certified firm or through certified subcontractors. Where goals are unmet, bidders must submit Good Faith Effort documentation, including contact logs and outreach records. The Illinois Business Preference may be claimed on the offer form with supporting documentation.
Bidders must submit electronically through BidBuy under CPO Notice 2023.12. Required documents include the IPG Active Registered Vendor Disclosure or Vendor Disclosure, the Offer, the Contract, and the Utilization Plan, with pricing entered in the Quote Items Tab. Bidders must hold Illinois Procurement Gateway registration. Registration with the Illinois State Board of Elections is required if the bid or contract value exceeds $50,000, and Illinois Secretary of State and IDHR registrations apply under stated conditions.
The scope covers pick-up and disposal of non-hazardous roadway sweepings, including gravel, stone, dirt, glass, and paper, at ten Tollway maintenance sites in the Chicago metropolitan area. IDOT requires service at aggregation yards in Alsip and Elgin and four satellite maintenance yards. Tollway sites require ten-yard roll-off dumpsters. IDOT locations require up to three heavy-debris roll-off dumpsters, preferably twenty-yard capacity, placed within ten days of contract execution. Pick-ups must be completed within three business days of notification during 7:00 a.m. to 3:00 p.m. Vendors must provide licensed, permitted disposal facilities, weight-documented pick-up tickets, and disposal certificates. Required insurance includes $1 million per occurrence and $2 million aggregate in general liability, $1 million combined single limit in auto liability, and $1 million per claim and $3 million aggregate in professional liability, with A.M. Best "A-" or better carriers.
Pricing is per ton, inclusive of dumpster charges, and firm for the initial term. Estimated quantities total 10,000 tons for the Tollway and 121,000 tons for IDOT over the initial three years. The initial term is three years, with a maximum total term of ten years. The State will determine total contract value before execution. The contract may be partially or fully funded with Federal funds. The State will award to the lowest-priced responsive and responsible bidder per group, may award multiple vendors, and requires bids on all line items within a selected group. Bids must remain firm for 90 days.
Questions are due by 2:00 p.m. on October 5, 2026. Addendum 1 replaced the IFB in its entirety and removed vacuum truck waste language from Section 1.4.1. It also prohibits site visits to the Alsip and Elgin IDOT aggregation sites despite vendor requests. Addendum 2 provides Microsoft Teams and dial-in details for the electronic bid opening.
