About this file
This Addendum #1 modifies the Invitation to Bid (IFB) #26-1170 for Roadway Sweepings Pick-up and Disposal Services issued by the Illinois Tollway (ISTHA), a state agency located in Downers Grove, Illinois. The solicitation seeks a vendor to provide roadway sweepings pick-up and disposal services for a three-year contract term. The IFB document has been replaced in its entirety, with revisions to Section 1.4.1 regarding Vendor/Staff Specifications, specifically removing language regarding vacuum truck waste. The bid opening, scheduled as published in BidBuy, will be conducted electronically via Microsoft Teams with dial-in phone access options provided. No site visits are permitted under this solicitation, despite vendor requests to visit the Alsip IDOT Aggregation Site and Elgin Shales IDOT Aggregation Site. All questions must be submitted to the Information Contact no later than 2:00 p.m. on October 5, 2026.
Bidders must meet several registration and compliance requirements prior to submission and contract execution, including registration with the Illinois State Board of Elections (if bid/contract value exceeds $50,000), registration with the Illinois Secretary of State (unless exempt under the Business Contracts Act), and IDHR registration if the firm has 15 or more employees. A Business Enterprise for Minorities, Women, and Persons with Disabilities (BEP) Utilization Plan is required, with a goal-setting rate of 26 percent. Required submissions include a signed contract, Vendor Disclosure form (either blank or IPG Active Registered version), and a signed Offer. The addendum indicates the identity of the current service provider is not material to the procurement, and bidders must base proposals strictly on the IFB specifications provided.
