The Illinois Tollway seeks a vendor to provide pickup and disposal services for non-hazardous roadway sweepings (gravel, stones, dirt, glass, paper) at ten Tollway maintenance sites across the Chicago metropolitan area, while IDOT requires similar services at two primary aggregation yards in Alsip and Elgin plus four satellite maintenance yards. The vendor must provide ten-yard roll-off dumpsters for the Tollway facilities and up to three heavy-debris roll-off dumpsters (preferably twenty-yard capacity) at each IDOT location within ten days of contract execution. Pickup service must be completed within three business days of notification during operating hours of 7:00 a.m. to 3:00 p.m. The contract has an initial term of three years with a maximum total term not to exceed ten years. All bids must be submitted on a per-ton basis including all dumpster charges, with estimated quantities totaling 10,000 tons for the Tollway (1,000 tons per site) and 121,000 tons for IDOT over the three-year initial term. Vendors must provide triplicate pickup tickets with weight documentation and disposal certificates, and submit itemized invoices within fifteen days of each pickup to the respective agencies.
Pricing shall remain firm for the initial three-year contract term, with the total contract value to be determined by the State prior to execution. Bidders may submit bids for any single group or all groups but must bid on all line items within a selected group to be deemed responsive. The vendor is responsible for all legal disposal at properly licensed and permitted facilities, including any analytical testing requirements, compliance with federal and state EPA regulations, prevailing wage requirements when applicable, and full compliance with the Illinois Environmental Protection Act and applicable county and municipal ordinances. The vendor must procure and maintain comprehensive insurance coverage including Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Automobile Liability ($1,000,000 combined single limit), Workers Compensation with statutory benefits, and Professional Liability ($1,000,000 per claim/$3,000,000 aggregate). The Illinois Tollway must be named as an additional insured with primary coverage, and all insurance providers must carry an A.M. Best rating of "A-" or better. No set-asides are indicated in this procurement. Subcontractors are permitted but those with annual values exceeding $100,000 require prior written approval and must provide standard Illinois certifications. Work shall not commence until required insurance documentation has been submitted and accepted by the Illinois Tollway.
