About this file

This document is an Invitation for Bid (IFB) Offer form submitted to the State of Illinois by the Illinois State Toll Highway Authority (ISTHA) for Roadway Sweepings Pick-up and Disposal Services (Solicitation B-53219). The ISTHA is soliciting a vendor to provide roadway sweepings pick-up and disposal services for a three-year contract term. All questions regarding this solicitation must be submitted electronically to the Information Contact no later than 2:00 p.m. on October 5, 2026. The procurement follows CPO Notice 2023.12 requirements, which mandate that state agencies accept only electronic submissions for competitive solicitations. The IFB form provided is a blank or partially completed offer template that bidders must complete and submit in accordance with all requirements outlined in the solicitation documents, with failure to meet requirements resulting in disqualification.

The form includes sections for bidders to claim applicable preferences under the Illinois Procurement Code, such as the Illinois Business Preference or Domestic Product Preference, with documentation requirements specified for each claimed preference. Bidders may also submit exceptions to Standard Terms and Conditions by providing a redlined version, though the State reserves the right to accept or reject any proposed exceptions. The Standard Terms and Conditions applicable to any resulting contract are available through the Illinois Certified Public Officers (CPO) website. No pricing information, set-asides, incumbent contractor details, or specific funding amounts are evident in this form submission.
