About this opportunity

The Utah Department of Government Operations, Division of Purchasing, is publishing notice of intent to award a sole-source contract extension for software maintenance and support services to Timmons Group without engaging in standard procurement, with the notice posted September 9, 2026 and due for objection by September 16, 2026. The procurement is classified as sole-source on the grounds that only one source exists for the item.

The scope covers wildfire risk assessment and Community Wildfire Service (CWS) portal maintenance and support for the Department of Natural Resources, Division of Forestry, Fire, and State Lands. Work includes updating the wildfire risk layer to better assess high-risk Wildland-Urban Interface (WUI) areas and adding features to the CWS portal as required by recently passed legislation.

The incumbent vendor is Timmons Group, operating under original solicitation AS23-119 (RQM 560-231f000010). The current contract amendment value is $321,319. The proposed total contract amount is $1,534,129, representing a 26.49% increase from the original contract total of $180,000. The current contract total stands at $1,212,810. The agreement is anticipated to extend through April 18, 2028 with renewal options and is structured as a five-year agreement. Freight terms are F.O.B. Destination, Freight Prepaid, with $0.00 freight cost.

The Division of Purchasing must determine in writing whether sole-source or transitional-cost justification supports the award without competition. The full justification and supporting documentation are attached to the notice and must be reviewed to understand the procurement unit's grounds for waiving standard procurement.
