About this opportunity
The Jekyll Island Authority is requesting proposals for the lease and development of the Jekyll Island Amphitheater, a historic 3.49-acre facility closed since 2005 that previously seated 1,700 persons, with proposals due November 12, 2021 and interviews anticipated December 1–3, 2021. The JIA explicitly commits no subsidy for this project, requiring proposers to demonstrate full financial viability and self-sustainability.
Proposals must include project descriptions with schematic drawings and site plans, detailed development and operational plans, financial capacity statements, marketing strategies, sustainability goals, and community engagement plans. Proposers must demonstrate financial capacity through equity contributions, joint venture structures, and letters of reference from two lending institutions. The scope emphasizes restoration and adaptive reuse of the existing structure rather than new construction.
Evaluation criteria emphasize the proposer's qualifications and track record, capacity to attract financing, ability to assemble appropriate teams, proposal quality, demonstrated understanding of Jekyll Island's uniqueness, interview performance, and cost to the Authority. Successful proposers will be required to obtain performance bonds and maintain comprehensive insurance coverage including workers compensation, commercial general liability of $1 million per occurrence, automobile liability of $1 million, and professional liability of $2 million, with the JIA named as additional insured. The contract will be governed by Georgia law with venue in Fulton County, and includes liquidated damages of $250 per day for non-performance.
Proposals must be submitted in five hard copies and one electronic PDF copy in sealed envelopes to the Jekyll Island Authority, ATTN: Jones Hooks, Executive Director, 100 James Road, Jekyll Island, Georgia 31527. Interested parties may schedule site tours with Taylor Davis, Historic Preservationist, at tdavis@jekyllisland.com or 912-506-0467. The JIA reserves the right to reject any or all proposals, negotiate terms, award multiple contracts, or cancel the RFP. The project ultimately was not awarded to any proposer.
