About this opportunity

Jefferson Patterson Park & Museum is requesting bids for dry dam slope repair at 10515 Mackall Road, Saint Leonard, Maryland under IFB FM26-16, with proposals due December 19, 2025 at 3:00 p.m., and a mandatory pre-bid meeting scheduled for December 4, 2025 at 1:00 p.m. Amendment 1 introduces a critical qualification requirement: contractors must possess a valid Maryland-issued pesticide applicator license to treat trees and shrubs on the affected bank area.

The scope includes furnishing all labor, overhead, equipment, materials, and services to repair the dry dam slope. Work comprises providing a traffic plan, cutting and removing trees that undermine the slope, placing fill material (borough) in washout areas, placing surge stone to stabilize the slope and prevent future erosion, and seeding and mulching repaired areas. Contractors must coordinate with the horticulturalist on tree and shrub removal and treatment and must perform all work during normal business hours (Monday–Friday, 7:30 a.m. to 4:00 p.m., except Maryland State Holidays). The contractor must complete all work within 60 calendar days from notice to proceed. JPPM strongly urges site visits prior to bid submission.

The contract is awarded on a single lump-sum price basis. Evaluation criteria include contractor qualifications and references, JPPM's prior experience with the contractor, compliance with preservation best practices, ability to complete work within the 60-day timeframe, and cost. Minority business enterprises and small businesses are encouraged to respond.

Required bid documentation includes a completed IFB, Bid/Proposal Affidavit, Conflict of Interest Affidavit and Disclosure, three project references, current certificates of insurance, and acknowledgement of any amendments. Bids received after the deadline, without required paperwork, or without the completed IFB are non-responsive. Submissions may be mailed, faxed, or emailed to Dimitrios Papadakis (Maintenance Director, 443-710-2599, d.papadakis@maryland.gov), Eric Frere (Assistant Director, 443-845-4350 / 301-481-3814, eric.frere@maryland.gov), or Derek Mathieson (Maintenance Chief, 410-218-4679, derek.mathieson@maryland.gov). Final payment follows inspection approval and punch-list completion within 30 days.
