About this file

This is Amendment 1 to a project specifications document issued by the Maryland Department of Planning, Maryland Historical Trust, and Jefferson Patterson Park & Museum for dry dam slope repair work. The project involves furnishing all labor, overhead, equipment, materials, and services necessary to repair the slope on a dry dam located at Jefferson Patterson Park & Museum, 10515 Mackall Road, Saint Leonard, Maryland 20685. The amendment specifies that contractors must work with the horticulturalist to remove trees and shrubs on the bank in areas affected by the dam repairs. Proposals must be submitted by 3:00 pm on December 19, 2025, to Dimitrios Papadakis (Maintenance Director), Eric Frere (Assistant Director), or Derek Mathieson (Maintenance Chief). Contractors may submit bids via mail, fax, or email.

Contractors must submit multiple required documents with their bids, including a completed IFB form, bid affidavit, conflict of interest affidavit and disclosure, reference sheets, certificates of insurance, and acknowledgement of receipt of any amendments. A critical requirement under Amendment 1 is that the contractor must possess a proper Maryland-issued pesticide applicator license to treat the affected trees and shrubs with pesticide to reduce regrowth. Any bids submitted without required paperwork, received after the due date, or without a completed IFB will be considered non-responsive by JPPM.
