About this opportunity

The California Department of General Services, Procurement Division is issuing a Request for Information on Janitorial Services to inform development of a statewide Master Service Agreement, with responses due September 23, 2026 at 5:00 p.m. Pacific Time. This RFI is voluntary, informational only, and does not constitute a competitive solicitation; responding suppliers remain eligible for the subsequent MSA solicitation.

The proposed MSA will be mandatory for the DGS Facilities Management Division and available for optional adoption by all California state and local governmental agencies, including cities, counties, districts, California State Universities, UC systems, K–12 schools, and community colleges. Scope encompasses janitorial staff and standard equipment for daily, weekly, and monthly facility cleaning and sanitation: daily vacuuming, sweeping, mopping, high-touch surface disinfecting, restroom and kitchen cleaning, waste collection, and elevator maintenance; weekly carpet vacuuming and spot cleaning in conference rooms and lobbies; and monthly deep cleaning with specialized equipment including spray buffing machines and wet carpet extractors. Services are performed Monday through Friday, 7:00 a.m. to 11:00 p.m., excluding state holidays. The contractor furnishes all labor, equipment, cleaning tools, and supplies; the user agency provides janitorial cleaning supplies, consumables, and restroom and kitchen paper products.

Contractors must comply with federal, state, county, city, and municipal laws, including EPA and OSHA chemical-handling requirements and Senate Bill 1383 organic-waste and recycling provisions. Contractor employees require a minimum of four hours of documented training before commencing work, must maintain professional appearance with company-identified uniforms, and must include at least one English-speaking representative on site. Service failures result in prorated monthly invoice deductions; prolonged failures may trigger contract termination.

Responses are submitted via Microsoft Forms. All submissions become public records subject to California Public Records Act review. No response deadline penalties or evaluation criteria apply, as this is an RFI for planning purposes.
