About this file
This is a Scope of Work (SOW) document for janitorial services established by the California Department of General Services (DGS) for use by state agencies. The SOW outlines comprehensive daily, weekly, and monthly cleaning services to be performed at designated user agency locations from 7:00 a.m. to 11:00 p.m., Monday through Friday, excluding state holidays. Daily services include vacuuming, sweeping, mopping, high-touch surface sanitizing, restroom and kitchen cleaning, waste management, and elevator maintenance. Weekly services include carpet vacuuming and spot cleaning in conference rooms and lobby areas, while monthly services encompass deep cleaning tasks using specialized equipment such as spray buffing machines and wet carpet extractors. The agreement commences upon approval by DGS and receipt of notice to proceed from the user agency contract manager, with an expiration date to be specified in the final contract.
The contractor is responsible for furnishing all labor, equipment, cleaning tools, and supplies necessary to perform the services, including brooms, mops, vacuums, buffing machines, and carpet extractors, with all associated costs included in the bid price. The user agency provides janitorial cleaning supplies, consumables, and restroom and kitchen paper products. Contractor employees must receive a minimum of four hours of documented training prior to commencing work, maintain professional conduct and appearance with company-identified uniforms, and ensure at least one English-speaking representative is present on site. The contractor must comply with all applicable federal, state, county, city, and municipal laws, including EPA regulations and OSHA requirements for chemical handling, and must adhere to Senate Bill 1383 waste disposal provisions. Failure to provide services or designated replacement staff results in prorated monthly invoice deductions, and prolonged service failures may constitute grounds for contract termination.
