About this opportunity

The City of Fort Worth is requesting proposals for janitorial services at Fort Worth City Hall on an "as needed" basis under RFP 26-0243, with proposals due August 27, 2026. A 30% Small Business participation goal applies, requiring submission of current certifications from City Manager-approved agencies and vendors must be located in Tarrant, Wise, Johnson, Parker, or Denton County.

The scope encompasses comprehensive janitorial services including sweeping, mopping, vacuuming, dusting, disinfecting, scrubbing, trash removal, and floor maintenance, with daily, weekly, monthly, quarterly, semi-annual, and annual task schedules. Vendors must demonstrate at least five consecutive years of janitorial services experience; management staff assigned to the contract must have successfully managed a similar-sized contract within the past three years. All janitorial personnel must be at least 18 years old, with subordinate staff having minimum six months of janitorial experience; all personnel must pass criminal background checks, drug screenings, and complete annual Criminal Justice Information System training. Vendors must provide hourly rates for janitorial labor, square-foot pricing for hard-floor maintenance including stripping and waxing, and percentage markup over costs for consumable supplies. Vendors must supply all equipment and chemicals except paper and soap products, which the City furnishes; wax must be UL-approved. Documentation of an automated remote timekeeping system is required, with preference for vendors possessing this technology.

The initial contract term is one year from Fort Worth City Council approval, with renewal options for up to four additional one-year terms at the City's discretion. The agreement requires Commercial General Liability ($1 million per occurrence / $2 million aggregate), Automobile Liability ($1 million combined single limit), Workers' Compensation at statutory limits, and Professional Liability ($1 million each claim / $1 million aggregate). Either party may terminate with 30 days' written notice.

Evaluation criteria are cost (up to 20 points), Small Business participation (up to 25 points), qualifications and experience (up to 30 points), and technical resources including company longevity (up to 25 points). Proposals receiving less than 50% of non-price points will not be considered. Vendors must provide references from at least three comparable facilities and submit organizational charts, management staff resumes, training manuals, and proposed uniforms. Proposals must be submitted electronically through the City's Euna Portal at https://fortworthtexas.bonfirehub.com/portal/?tab=openOpportunities. Payment terms are Net 30 Days unless otherwise specified.
