About this opportunity
The New Hampshire Department of Administrative Services, Division of Procurement and Support Services, is requesting bids for janitorial cleaning services at the Sununu Youth Services Center in Manchester under RFB 3118-27, with bids due August 21, 2026 at 2:00 PM Eastern Time and a mandatory site visit on August 13, 2026 at 2:00 PM. This is a new contract with no incumbent. Award will be made to the lowest-cost bidder meeting specified criteria.
The scope covers comprehensive janitorial and cleaning services at a 60,000-square-foot facility comprising approximately 80% tile, linoleum, and ceramic flooring and 20% carpet, with 20 bathrooms. Services include restroom sanitation, sweeping and spot cleaning, vacuuming, weekly damp mopping of dining halls and hallways, metal polishing, low-dust cleaning of ledges and windowsills, and emergency daytime restroom and public-area cleaning. Vendors must provide separate weekly maintenance pricing for five days of cleaning per week under either 10:00 PM to 6:00 AM or 6:00 AM to 2:00 PM shifts (anticipated approximately 200 cleanings per contract term), plus separate daily and emergency hourly rates. All cleaning materials must be EcoLogo or Green Seal certified biodegradable products; the State supplies paper products, hand soap, and can liners. Vendors must carry comprehensive general liability insurance of not less than $1,000,000 per occurrence and $2,000,000 aggregate, and workers' compensation coverage. All employees must pass background checks at the vendor's expense, complete Agency Confidentiality forms, and receive mandatory PREA training. Vendors must demonstrate at least five years of verifiable experience and provide three references.
The contract term runs through June 30, 2027, with potential extension for up to two additional years under the same terms, conditions, and pricing. Bid prices must remain firm for the entire contract period and include all associated costs; no surcharges are permitted. Questions are due August 14, 2026, with state responses by August 18. Bids must be submitted via email to NH.Purchasing@DAS.NH.GOV and remain valid for 180 days following closing. Contact Tammy Nelson at 603-271-9683 or Tammy.L.Nelson@DHHS.NH.GOV for facility inquiries.
