About this opportunity
Itineris Early College High School is soliciting fixed-price proposals for food service management operations covering breakfast, lunch, and à la carte services, with proposals due August 24, 2026 at 9:00 a.m. and questions due August 6, 2026 at 5:00 p.m. MDT.
The contract runs October 1, 2026 through June 30, 2027, with potential renewal for up to four additional one-year periods. The school is a 9–12 grade institution in West Jordan, Utah, operating on a self-prep model with average daily participation of 26–27 students and 167 projected full feeding days. The FSMC must comply with federal nutrition regulations, HACCP food safety protocols, USDA Buy American provisions (limiting non-domestic foods to 10 percent for 2026–2027 and 8 percent for 2028–2029), and Child Nutrition program requirements under oversight of the Utah State Board of Education. The school provides a standardized menu with 15 breakfast and 15 lunch entree options with specified components and portion sizes. The FSMC must retain current food service employees per SFA designation, maintain comprehensive general liability insurance of $1 million per incident, worker's compensation of $1 million, vehicle insurance of $1 million, and umbrella liability of $1 million.
The FSMC must submit a fixed-price bid in three parts: direct cost of operation, administrative fee per meal, and management fee (profit), using only SFA-provided forms. Projected operating costs total $114,908.65, with the FSMC responsible for $98,395.14 covering food, labor, supplies, equipment, and indirect costs. The SFA retains $49,197.57 in costs including Kitchen Manager salary ($33,792) and fringe benefits ($15,405.57). All monthly reimbursement claims require commodity credits based on USDA prices at the point of SFA receipt.
Evaluation criteria weight cost at 51 percent or more, with remaining evaluation factors covering service capability plan, years of experience, personnel management, student and staff engagement, and quality assurance. The contract is awarded to the responsible bidder presenting the most advantageous proposal. Questions must be directed to amanda.luong@iechs.org; answers will be provided by August 10, 2026 at 4:00 p.m. Proposals must be submitted in one paper copy and one electronic copy to 8714 Roy Del Circle, West Jordan, UT 84088, with a single file upload limit of 1 gigabyte.
