About this file
This document presents the Bid Protest Procedures for Itineris Early College High School in Utah, outlining the formal mechanisms through which bidders and contractors may challenge solicitation or contract award decisions. The school's Director serves as the protest officer and is responsible for administering protest procedures in accordance with Utah Code Section 63G-6a-1603 and Utah Administrative Code Section R33-16. Protests regarding standard procurements must be submitted in writing either before bid opening or proposal closing, or within seven calendar days after the aggrieved party knew or should have known of the facts giving rise to the protest. Any failure to submit a timely protest constitutes a waiver of protest rights. The Director possesses the authority to settle and resolve protests prior to any court action, and the school shall remain prohibited from proceeding with solicitation or contract award until all administrative and judicial remedies have been exhausted, unless the Director determines that contract award without delay is necessary to protect substantial school interests.
The protest procedures further establish that any person whose protest was denied by the protest officer may appeal the decision to the Utah State Procurement Policy Board under provisions outlined in Utah Code Section 63G-6a-1702. These procedures apply to the current Food Service Management procurement for Itineris Early College High School, with proposals due by August 24, 2026 at 9:00 AM and questions cutoff on August 6, 2026 at 5:00 PM MDT. Proposals should be submitted to 8714 Roy Del Circle, West Jordan, Utah 84088, with written inquiries directed to amanda.luong@iechs.org. The procurement is conducted by Itineris Early College High School rather than the State Division of Purchasing, and vendors are responsible for reviewing complete solicitation documents to ensure compliance with all requirements.
