About this opportunity

Harris County, Texas is requesting sealed bids on large privacy pods and related items for the Harris County Public Library under ITB with a bid submission deadline of June 15, 2026 and a questions deadline of June 5, 2026 at 2:00 PM CST. The contract is funded in whole or in part with federal grant monies from sources including the Texas General Land Office, the Federal Emergency Management Agency, and the U.S. Department of Housing and Urban Development, triggering federal compliance certifications including anti-lobbying (Standard Form LLL for bids exceeding $100,000), debarment verification, Davis-Bacon and prevailing wage provisions for contracts over $2,000, Section 3 Act compliance for HUD-funded contracts exceeding $200,000, and compliance with 2 CFR 200 Uniform Administrative Requirements.

Harris County seeks to furnish, deliver, install, assemble, test, and provide warranty support for acoustically treated, ADA-compliant privacy pods designed for studying, tutoring, testing, video conferencing, and focused individual work. The scope encompasses up to 30 units for up to 26 Harris County Public Library locations during an initial purchase phase, though the County reserves the right to adjust quantities based on funding availability. The successful vendor must provide all labor, equipment, materials, transportation, installation services, and testing, with a minimum two-year comprehensive warranty covering 100 percent of parts, labor, travel, and shipping costs. All products must be new, unused, current production models and comply with all applicable federal, state, and local laws, including ADA and fire safety requirements.

The contract term is one year beginning approximately August 1, 2026 and ending July 31, 2027. Sealed bids open publicly June 15, 2026 no later than 11:00 AM CST. Harris County will award to the lowest responsive and responsible bidder based on all identified factors. If the contract value exceeds $100,000, a bid bond equal to 5 percent of the total contract price is required; for contracts exceeding $50,000, a performance bond is required within 10 days of award. All bids must remain effective for at least 120 days from submission. Payment terms are Net 30 from invoice receipt. The County may retain up to 20 percent of funds pending a supplemental inspection at least 30 days after completion.

Bidders must submit a Statement of Bidder Qualifications, References (six professional references), Contractor Profile, Subcontractor Listing Form, Safety Record Questionnaire for Prime Contractors (Part A), Bid and Addenda Acknowledgement, and pricing through the Bonfire online portal. Pricing must be firm for the contract duration and inclusive of all costs including transportation and freight. If maintenance is applicable, bidders must identify a manufacturer-authorized maintenance facility in Harris County and include associated costs. No pre-bid conference will be held; bidders are encouraged to conduct site visits.

Contractors must maintain workers' compensation insurance, commercial general liability with per-occurrence limits of $1,000,000 and general aggregate of $2,000,000, automobile liability with combined single limits of $1,000,000, umbrella/excess liability of $1,000,000, and professional/errors & omissions liability of $1,000,000 where applicable. Harris County must be named as additional insured on a primary/non-contributory basis. All insurance policies must be issued by companies licensed by the Texas Department of Insurance with an A.M. Best rating of at least A-VII.

Harris County's Contractor Minimum Wage Policy establishes a mandatory minimum wage of $21.65 per hour for all workers directly assigned to county contracts, with annual adjustments based on the MIT Living Wage Calculator. The policy applies to prime contractors and all tiers of subcontractors. Contractors must self-certify compliance at offer submission and contract initiation and maintain payroll records for audit purposes. Exemptions include interlocal agreements, cooperative purchasing, sole-source contracts, emergency contracts, goods-only contracts, professional and consulting services, and contracts valued below $50,000 annually. When prevailing wage or Davis-Bacon requirements apply, contractors must pay the higher of the two rates.
