About this file
This is a Certification Regarding Lobbying form that applies to the Harris County Public Library's Invitation to Bid for Large Privacy Pods and Related Items. The certification document establishes compliance requirements for bidders participating in this procurement, which involves federal appropriated funds and therefore triggers federal lobbying disclosure obligations. Bidders must certify that no federal appropriated funds have been or will be paid to influence federal officers, members of Congress, or congressional employees in connection with the award. The contract opportunity is scheduled to commence approximately August 1, 2026, with an initial term of one year.
Bidders exceeding the $100,000 threshold are required to complete and submit Standard Form LLL (Disclosure of Lobbying Activities) in accordance with 31 U.S.C. Section 1352, as amended by the Lobbying Disclosure Act of 1995. The certification constitutes a material representation of fact and is a prerequisite for contract award. Failure to file the required disclosure subjects bidders to civil penalties ranging from $10,000 to $100,000 for each failure. All subrecipients and subawardees at all tiers must include identical certification language in their award documents and certify and disclose accordingly. The form requires disclosure of any non-federal funds paid for lobbying purposes and identification of lobbying registrants and individuals performing lobbying services.
