About this opportunity
New Smyrna Beach Utilities (NSBU) is seeking bids for ITB 03-25, a comprehensive project to install a Diesel Bypass Pumping System at Lift Station #60, located at 1555 Canal Street in New Smyrna Beach, Florida. The procurement targets General Contractors or Certified Underground Utility and Excavation Contractors licensed in Florida, with specific requirements including site work, demolition, and infrastructure installation. Key deliverables include general site preparation, installing reinforced concrete pump and fuel tank pads, deploying a diesel-driven bypass pump with fuel tank and piping systems, installing ductile iron and HDPE bypass piping, constructing a concrete discharge piping slab, and implementing electrical, instrumentation, and control systems. Sealed bids are due electronically via VendorLink by 2:30 PM on January 16, 2025, with a public bid opening at 3:00 PM the same day. The project has a total contract duration of 210 consecutive calendar days, with contractors required to commence work within 14 calendar days after receiving the Notice-to-Proceed. Evaluation will likely consider bid pricing, contractor qualifications, and compliance with technical specifications.
The contract opportunity does not specify explicit set-aside designations for disadvantaged enterprises, but does include requirements for subcontractor participation, with subcontractor work not to exceed 50% of the total project scope. Contractors must comply with Florida's E-Verify system and maintain a drug-free workplace. The project includes a $50,000 contingency fund that will be returned to NSBU if unused, and requires a bid bond of 10% of the total bid price. Bid responses from five contractors were received, with total project costs ranging from $526,383.00 (All State Civil) to $1,004,950.00 (Razorback). Mandatory insurance requirements include general liability, workers' compensation, and automobile liability with specific minimum coverage amounts. NSBU will pre-purchase an 18" skid-mounted solids handling pump, controls, and double-walled fuel tank, with the contractor responsible for equipment installation and site preparation.
