About this file

This document is Addendum No. 01 for Invitation to Bid (ITB) #03-25 issued by New Smyrna Beach Utilities (NSBU) for the Lift Station #60 Bypass Pumping System project in New Smyrna Beach, Florida. The addendum addresses various technical questions and clarifications related to the project, including specifications for piping dimensions, hatch requirements, equipment installation, and project logistics. The document confirms that NSBU will pre-purchase an 18" skid-mounted solids handling pump, controls, and double-walled fuel tank, and that the contractor will be responsible for setting the equipment on new concrete slabs.

The addendum indicates that there are no special funding requirements like Davis-Bacon wages or American Iron and Steel (AIS) restrictions. The contractor will be responsible for building permit fees, which can be paid from the $50,000 project contingency. NSBU acknowledges current industry fluctuations in material lead times and pricing, and commits to working with the awarded contractor to account for these variations with proper supporting documentation. Bidders are required to acknowledge receipt of this addendum by returning a signed form with their proposal.

LIFT STATION #60 BYPASS PUMPING SYSTEM

DATE: December 20, 2024

RE: ITB No. 03-25 ADDENDUM NO. 01

Please note: The Utilities Commission, City of New Smyrna Beach, Florida, has adopted a new name “New Smyrna Beach Utilities” and corresponding logo, effective July 1, 2022. The New Smyrna Beach Utilities name will be used as the public, outwardly facing name of the organization.

We adopted this new name as a DBA however, our legal name, the Utilities Commission, City of New Smyrna Beach, Florida, remains. Adopting this new name has not changed anything in our ownership or operations.

NSBU is aware of current industry fluctuations on material lead times and pricing that may be unforeseen at the time of bid. NSBU will work with the awarded Contractor to the best of our ability to account for these variations with proper supporting documentation.

NSBU is issuing the following addendum. As such it becomes an integral part of the proposal and must be acknowledged by the return of this signed form, with your proposal form, acknowledging receipt of the addendum.

BIDDER questions are in black. COMMISSION responses are in blue.

1. The suction pipe shows to be 24” HDPE connecting to a 20” Tee with a 20” x 18” Reducer.

Should this reducer be 18” x 24” and a 24” Tee?

No, the drawing is shown correctly. The intent of the design is to match internal diameter of 24” HDPE and 20” DI. The DI to HDPE transition coupling noted on sheet C-02 should include a reducer to account for the change in nominal diameters.

2. The hatch manufacturer does not make a H-20 Watertight drop-in hatch. Since there is no traffic on the top slab can a 300PSF hatch door installed?

Yes.

3. Can the existing hatch doors just be modified for the suction pipe to be installed in the center of both doors?

Yes, modifying the existing hatch doors will be approved in lieu of a new hatch if the hatch can be modified in a manner to meet the requirements of note 5 on sheet C-02.

Requirements include the hatch to be watertight, locking hasps, and allow fully functional operation while permanent bypass piping is installed.

4. The watertight requirement for the hatch with a modified hole to seal around the 24”

HDPE suction pipe is a little much to ask for.

Hatch is to at a minimum include neoprene gasketed sealing system and be water resistant.

5. Want to confirm that the 16” check valve on the pump discharge is being supplied with the Thompson By-pass pump.

Confirmed.

6. If the by-pass pump & above grade EPO are both 16”. Is the 24” pipe connecting the two any benefit? Reducing the pipe size would cut the overall cost of the project.

Yes, the 24” DI is necessary to achieve appropriate velocities at the pump’s maximum capacity. Please provide bid as designed in the plans.

7. Since the city is supplying the fuel cell who is going to be responsible for fueling it?

The contractor should account for the fueling of the fuel cell in their estimate of Pay Item #5.

8. Since the city is supplying the By-pass pump & fuel cell who is responsible for delivery to the jobsite once the slabs are installed?

The owner supplied materials will be stored on-site at the lift station prior to the construction of the slabs. The contractor will be responsible for setting the equipment on the new slabs. The contractor will not be responsible for delivery of equipment.

9. Does the project require Davis Bacon wages/certified payrolls?

No.

10. Are there any special funding requirements like USA Domestic only or AIS?

No.

11. Can you confirm what equipment the City will be supplying for the contractor's installation?

NSBU pre-purchased the 18” skid mounted solids handling sound attenuated vacuum-assisted pump, controls, and double walled fuel tank.

12. Does the contractor pay for the building permit fees? If so, can they be paid out of the project contingency of $50,000, bid item 12?

Yes, the contractor will be responsible for City of New Smyrna Beach building permit fees.

These fees can be paid out of the project contingency, bid item 12.

13. The pump suction shows an 18” inlet flange on the pump with an 18”x20” increaser to a 20” Tee. But the 90 and vertical suction line is depicted as 24”. Is this line supposed to be 20” or shall we transition the 20” to 24” before the 90?

The intent of the design is to match internal diameter of 24” HDPE and 20” DI. The DI to HDPE transition coupling noted on sheet C-02 should include a reducer to account for the change in nominal diameters.
