About this opportunity
The South Carolina Department of Administration, Division of Technology Operations (DTO) is requesting proposals for a managed cloud-hosted disaster recovery planning software solution with proposals due November 4, 2026 and a pre-proposal conference on October 8, 2026 at 11:00 AM via Microsoft Teams.
The platform must support development, maintenance, testing, documenting, and verification of over 100 disaster recovery plans for South Carolina IT agencies and critical infrastructure. Core functional requirements include disaster recovery plan lifecycle management (import, export, create, edit, maintain, review, approve, verify, publish, archive, test); multi-tenant architecture with data isolation between agencies; configurable templates; version control and centralized searchable repositories; custom reporting; role-based access controls and training; and 24/7/365 support for critical incidents. Implementation must complete by May 1, 2027. The contractor must provide implementation services, data migration, comprehensive plan documentation in PDF or equivalent format, and an orderly 90-day transition plan upon termination.
The contractor must comply with South Carolina security standards (SCDIS-210), Criminal Justice Information Services (CJIS) Security Policy, and IRS Publication 1075, with all personnel subject to CJIS certification and pre-employment screening. Desired capabilities include workflow management, multi-approval processes, disaster recovery exercises and simulation scheduling, mass-notification services, offline plan exports, full-text search, single sign-on and multi-factor authentication, PCI and HIPAA/PHI compliance, U.S.-based geographic data storage, 99.9% availability SLA, encrypted backups, and tested disaster recovery protections.
The initial contract term is three years beginning December 24, 2026, with two optional one-year renewal periods for a maximum five-year life through December 23, 2031. Pricing is fixed and must be submitted separately from the technical proposal. The state will evaluate proposals in two phases: Phase I evaluates system functionality, qualifications and experience, and price; the top three responsive offerors proceed to Phase II demonstrations scheduled December 1–3, 2026. Award notification is anticipated December 14, 2026. Questions are due October 8, 2026 at 5:00 PM.
