About this opportunity
The Maryland Department of General Services is requesting proposals under an Indefinite Quantity Contract (IQC) to replace nine air handling unit (AHU) humidifiers at The Eastern Shore Hospital Center in Cambridge, Maryland, with bids due September 18, 2026 at 2:00 p.m., and a pre-bid conference held September 1, 2026. This solicitation is restricted to Small Business Enterprises certified under the Master Contractors Eastern Region contract—a limiting eligibility filter.
The scope encompasses complete removal of existing humidifier units and installation of nine new units with equal or higher efficiency, including ancillary piping, electrical tie-ins, drainage systems, safety controls, sensors, and building automation system controls. The contractor must complete all work within 365 consecutive calendar days from the notice to proceed and provide factory-authorized operator training and two bound operations and maintenance manuals. All materials and completed work carry a two-year warranty from system acceptance. The project is classified as a "B" project (Class A under Maryland construction classifications, under $100,000).
The estimated contract value is up to $100,000. A 10 percent Minority Business Enterprise (MBE) subcontracting participation goal applies based on total contract value, with zero percent for Veteran-owned Small Business Enterprise (VSBE) participation. Prevailing wage rates do not apply to this contract value level. Liquidated damages are assessed at $350 per calendar day for project delays.
Bid submissions must include a Bid/Proposal Affidavit, MBE Attachment D-1A, Payment of Employee Health Care Expenses Certification, Attachment P (list of all anticipated subcontractors), and a bid bond equal to at least 5 percent of the total bid amount. Bid prices remain irrevocable for 120 days following bid opening. An electronic transaction fee of 1 percent of the total approved invoice amount is due monthly within 45 days after each reporting period. Questions are due September 10, 2026 at 3:00 p.m. Addendum No. 1, issued September 8, clarifies existing-condition reuse, ductwork insulation, and building automation system modifications based on the pre-bid meeting conducted on-site.
