About this opportunity

The Sacramento County Department of General Services is soliciting sealed bids for the IP Surveillance Project at 9250 Bond Road, a facility upgrade for the Sacramento County Sheriff's Office Communications Center in Elk Grove, California. This procurement requires the furnishing of all necessary labor, materials, equipment, and incidental work to install a modernized IP-based surveillance system utilizing i-PRO network cameras and recording servers. The project scope encompasses 34 cameras total, including eight dual-sensor outdoor dome cameras, three multisensor dome cameras, nine 5MP vandal-resistant dome cameras, one 4MP multisensor outdoor dome camera, one 5MP bullet camera, one 12MP fisheye camera, one 6MP PTZ camera with AI engine, and three panoramic/PTZ combination cameras, along with one i-PRO Network Video Recorder with 48TB usable storage, one 264TB RAID 5 archive storage expansion unit, all necessary cabling, connectivity components, and system configuration. Contractors must be i-PRO Enterprise-level Registered Vendors with an established office within 50 miles of the site, hold a valid California contractor's license with C7 or C10 classification, and be registered with the California Department of Industrial Relations. The project requires mandatory pre-bid meeting attendance on May 19, 2026, at 10:00 a.m., with pre-bid questions due by May 21, 2026, at 2:00 p.m., and sealed bids submitted electronically through the Sacramento County Electronic Bidding Portal by May 28, 2026, at 2:00 p.m. The contractor must complete the project within 60 working days from the commencement date, with liquidated damages of $500 per working day assessed for delays, and award will be made to the lowest responsive, responsible bidder based on base bid only.

The project is funded in part through the Edward Byrne Memorial Justice Assistance Grant (JAG) Program and is subject to federal Davis-Bacon Act prevailing wage rates, California Labor Code requirements, and "Buy America" provisions. Bidders must demonstrate non-collusion, register with the California Secretary of State, maintain current SAM.gov registration, and provide proof of Public Works Contractor Registration with the California Department of Industrial Relations. Bid security of 10 percent of the aggregate bid amount is required in the form of a bid bond, certified check, cashier's check, or cash, with the successful contractor required to provide Performance and Payment Bonds each equal to 100 percent of the contract price. No incumbent vendors or existing contractor infrastructure requiring integration has been identified in the procurement documents. The estimated construction cost for this project is $130,000, and all workers must comply with security badge requirements issued by the County and worn at all times on the project site, with failure to adhere to security provisions potentially resulting in site access denial without time extensions.
