About this opportunity
The City of Milwaukie is requesting bids for sanitary pipe bursting, stormwater pipe installation, concrete flatwork and ADA ramps, and water system installation on the Waverly South and 26th Avenue Improvements Project under ITB-2026-062, with bids due September 15, 2026 at 2:00 p.m. PDT. Bidders must be prequalified by the Oregon Department of Transportation in Aggregate Bases and Earthwork and Drainage classes of work — a mandatory eligibility filter. The City strongly encourages utilization of minority-owned, women-owned, veteran-owned, and emerging small business enterprises for subcontracting but does not impose a set-aside or participation goal.
The project encompasses earthwork and drainage, asphalt concrete pavement with 30 percent recycled asphalt pavement and reinforcing fibers, concrete storm inlets, concrete ADA sidewalks and curb ramps, concrete curb and gutter, pavement and thermoplastic markings (approximately 335,336 linear feet across multiple streets), and ductile iron water pipeline installation with gate valves, hydrant assemblies, and water meter assemblies. The project is located in Clackamas County on Lava Drive, Waverly Court, Riverway Lane, and 26th Avenue. All work must comply with Oregon Department of Transportation Standard Specifications as modified by the City. Work specifications include mandatory ODOT-approved material sources, Manufacturer's Material Certifications, concrete mixes with 0.5 water-cementitious material ratios and 30 percent slag content, video pipe inspection, bypass pumping for sanitary installations, DEQ 1200C permit compliance for erosion and sediment control, and contractor-funded arborist supervision for tree protection.
The engineer's estimate ranges from $1.06 million to $1.237 million. Interlaken, Inc. was identified as the lowest responsive bidder at $813,945.50 on September 16, 2026, with City Council authorization scheduled for October 6, 2026. Nine contractors submitted bids ranging from approximately $813,945.50 to $1.505 million; one bidder was deemed nonresponsive for failure to submit a First Tier Subcontractor Disclosure Form. Contract completion is due June 30, 2027, with liquidated damages of 21.2 percent of the bid amount divided by total calendar days between bid opening and completion. Contractors must hold Oregon Construction Contractors Board registration, have been in business at least five years, maintain a $30,000 public works bond, and not be listed on the Oregon Bureau of Labor and Industries prevailing wage violators list. Oregon prevailing wage rates apply under ORS 279C.800 to 279C.870. Bid security of 10 percent is required. An optional pre-bid meeting was held virtually on September 8, 2026; eleven contractors attended. Addendum 1 (September 4) and Addendum 2 (September 10) modified the Bid Schedule and added striping specifications; bidders must acknowledge receipt of all addenda.
