About this file
This is a Special Provisions document for the City of Milwaukie, Oregon, detailing construction requirements for the Waverly South and 26th Avenue Improvements Project (CIP-2023-S29) scheduled for August 2026. The project encompasses earthwork and drainage, aggregate bases, sanitary pipe bursting, stormwater pipe installation, concrete storm inlets, asphalt concrete pavement, concrete ADA sidewalks and curb ramps, concrete curb and gutter, pavement markings, thermoplastic markings, and ductile water pipeline installation with water service connections. Work specifications are based on the current Oregon Department of Transportation Standard Specifications for Construction with modifications by the City of Milwaukie. The contract completion deadline is June 30, 2027, with an optional pre-bid meeting scheduled for 2:00 p.m. PDT on Tuesday, September 8, 2026, and bid submission deadline of 2:00 p.m. PDT on Tuesday, September 15, 2026. The project is located in Clackamas County, with inquiries directed to Project Manager Hector Gomez-Barrios at 6101 SE Johnson Creek Blvd, Milwaukie, Oregon 97222.
Liquidated damages for failure to meet the June 30, 2027 completion date are calculated at 21.2 percent of the Contractor's bid amount divided by the total calendar days between bid opening and the completion date. Contractors must obtain all materials from ODOT-approved sources and provide Manufacturer's Material Certifications for each material item. Notable specifications include mandatory 30 percent Recycled Asphalt Pavement (RAP) in asphalt concrete production, PG 70-22 grade asphalt cement, reinforcing fibers in asphalt at 1 pound per ton dosage, and specific requirements for concrete mixes with water-cementitious material ratios of 0.5 and 30 percent slag content. Additional requirements include video pipe inspection, bypass pumping for sanitary installations, comprehensive erosion and sediment control with DEQ 1200C permit compliance, and contractor-funded arborist supervision for tree protection. Contractors are responsible for all surveying, site restoration, traffic control, and utility coordination, with costs for unloading, handling, labor, and installation included in the contract price rather than as separate allowances.
