About this opportunity
The Connecticut Department of Administrative Services (DAS) Construction Services is soliciting bids under Invitation to Bid BI-T-619J for construction services implementing an Energy Audit Implementation Program at the Rowland Government Center, 55 West Main Street, Waterbury, Connecticut, with a mandatory pre-bid meeting on November 17, 2026. Bidders above $1 million must be DAS prequalified for General Building Construction (Group B). Bids are due December 15, 2026, at 10:00 a.m. ET through CTsource.
The project is a prevailing wage job under Connecticut General Statutes Section 31-53 and does not include federal financial assistance. Bidders must make good faith efforts to meet Small Business Enterprise (SBE) subcontractor participation goals of 9.28% and Minority Business Enterprise (MBE) goals of 3.40%. These are participation goals, not set-asides. Named subcontractors are required for electrical and HVAC work, each estimated to exceed $100,000, and bidders must obtain signed statements from all named subcontractors exceeding $100,000.
The scope covers energy efficiency retrofitting and building systems upgrades at a five-story state government facility, including structural steel, fire suppression and sprinkler relocations, plumbing, HVAC with controls, electrical work, and demolition of existing systems. The HVAC work includes removal of existing gas-fired boiler systems, new gas-connected equipment, and integration with building management systems. Seismic restraint and duct bracing are specified. Required insurance includes commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, and builder's risk at project value with a $25,000 deductible.
The estimated project cost ranges from $2.375 million to $2.625 million. The contract allows 660 calendar days from notice to proceed to substantial completion, followed by 90 days to acceptance. Liquidated damages are $1,196 per calendar day for delay beyond substantial completion and an additional $1,196 per calendar day for failure to achieve acceptance within 90 days after that date. Payment terms are Net 30.
Specifications and drawings are released only to contractors who complete Round 1 and attend a mandatory meeting, and Round 2 bidding follows with documents provided to attendees. The pre-bid meeting is at 10:00 a.m. on November 17, 2026, in Room 1137 or 1138 at the Rowland State Government Center, and bidders must register at the start time. Questions are due by December 1, 2026, at 10:00 a.m. ET. Bid submissions require a Standard Bid Bond or certified check equal to 10% of the bid amount, a Certificate of Authority, a General Contractor Bidder's Qualification Statement, and a notarized Campaign Contribution Certification. Bids must acknowledge all addenda, and the apparent low bidder must hold its price for 90 calendar days after opening.
