About this opportunity
The City of Phoenix Finance Department, Central Procurement Division, is requesting qualified offers for investigative services on an as-needed assignment basis under a five-year contract commencing January 1, 2027, with sealed offers due August 7, 2026 at 2:00 p.m.
Offerors must hold current Arizona private investigator licenses registered with the Arizona Department of Public Safety and demonstrate a minimum of three years in business — both are pass/fail qualification gates. The scope encompasses investigative services across medical malpractice, highway design issues, employment matters, auto accidents, asset investigations, environmental liability, fraud claims, licensing and titling, skip tracing, flood damage claims, slip and fall incidents, cases involving City departments and agencies, human resources issues, and discrimination claims.
Pricing must be submitted on a firm, fixed hourly basis with itemized charges by service type. All prices remain firm and fixed for the entire five-year contract term. Evaluation consists of four equally weighted pass/fail factors at 25 percent each: years in business (minimum three), maintenance of current Arizona private investigator licenses, provision of investigative services in one or more listed areas, and submission of an itemized pricing proposal. The City reserves the right to conduct interviews, request best and final offers, and award multiple contracts. Upon award notification, contractors have 14 calendar days to submit certificates of insurance meeting specified requirements. Invoices must be submitted biweekly in arrears with itemized receipts and approved timesheets; no advance payments are authorized.
A pre-offer conference is scheduled for July 22, 2026. Written inquiries are due July 28, 2026. The contract contains no extension options. The solicitation is available through the City's Procurement Portal with technical support at procurement-support@opengov.com. Supplemental terms and conditions applicable to City of Phoenix Aviation Department agreements govern nondiscrimination, FAA grant assurances, DBE compliance under 49 CFR Part 26, E-Verify employment eligibility verification, and equal employment opportunity provisions under Phoenix City Code Chapter 18, Article V.
