About this opportunity
The Kansas Department of Wildlife and Parks is issuing a Request for Proposal for interpretive signage and exhibits for a new visitor center facility. This procurement seeks qualified vendors to design, fabricate, and install a comprehensive suite of interpretive materials across five phases: research and planning, detailed design and content development, fabrication, installation, and project documentation. Deliverables include interior interpretive panels in three sizes (small up to 24" x 36", medium up to 36" x 48", and large up to 48" x 72"), interactive and hands-on exhibits such as flip panels, discovery drawers, and tactile displays, and orientation and wayfinding signage including directional signs, park orientation maps, trail maps, and facility identification signs. All materials must comply with Americans with Disabilities Act accessibility standards and feature high-resolution, full-color graphics with UV-resistant inks. Qualified bidders must demonstrate a minimum of five years of continuous active participation in the interpretive signage and exhibits industry, provide three references for similar work completed within the last five years, and submit evidence of financial stability upon request. The bid event opened March 25, 2026, at 10:48 a.m. CDT with proposals due May 6, 2026, at 2:00 p.m. CDT. Interested vendors must request an official invitation from Procurement Officer Nicole D Mears at least 24 hours before the closing date. Written questions for clarification must be submitted in Microsoft Word format by close of business on April 8, 2026. All proposals must be submitted electronically to procurement@ks.gov or via courier with separate sealed envelopes for technical and cost proposals. Pricing must be organized by project phase, include unit pricing for each exhibit category and panel size, material options with cost differentials, ADA compliance add-ons, optional digital and multimedia elements, and all-inclusive travel and shipping costs. The contract term extends from the award date through June 30, 2029, with an option to renew for one additional twenty-four-month period.
Bidders claiming Disabled Veteran Owned Business or Certified Business preferences must submit supporting documentation. All bidders must provide a current Tax Clearance Certificate from the Kansas Department of Revenue, an Immigration Reform and Control certification form, a Boycott of Israel form, and a Sexual Harassment form with their bid responses. No bid guarantee is required. The State reserves the right to award by line item or group total, reject any or all proposals, and award to the lowest responsive bid without conducting formal negotiations if authorized by the Procurement Negotiation Committee. The deliverable must ship to the Kansas Department of Wildlife and Parks at 512 SE 25th Avenue, Pratt, Kansas 67124-9701 by July 30, 2026. Payment terms are Net 30 days from receipt of goods or services, and contractors must accept payment via electronic funds transfer. Contractors may be subject to the State's Procurement Card program with no additional charges permitted. Defaulting on delivery or unsatisfactory performance may result in potential debarment for up to three years, and any debts owed to the State may be subject to set-off against contract payments. No specific budget range or award value is disclosed in the available documentation.
