About this opportunity

The City of Tucson is seeking a qualified design consultant/general contractor to provide turn-key installations for interpretive displays at Reid Park Zoo through a two-step competitive Request for Qualifications (RFQ) process. The project is specifically focused on the new 4.5-acre Pathway to Asia expansion scheduled to open in 2026, with the goal of creating engaging, educational displays that connect visitors with animals and conservation efforts. Deliverables will include comprehensive design services encompassing graphic design, spatial planning, visitor flow analysis, and full fabrication and installation of displays featuring elements such as a tiger research station replica, safety and conservation signage, interactive experiences, photo opportunities, and backlit signage. The RFQ requires detailed Statements of Qualifications to be submitted by October 3, 2024, with a pre-submittal conference scheduled for September 9, 2024. Evaluation criteria will be based on five key areas: qualifications and experience (45 points), method of approach and resources (30 points), innovation and creativity (15 points), subcontractor selection plan (5 points), and overall proposal organization (5 points).

The procurement includes Small Business Enterprise (SBE) program provisions, which require contractors to demonstrate good faith efforts in engaging small businesses and identifying SBE subcontractors. Contractors must list subcontractors, their trade/industry, contract value, and percentage of contract work, with potential penalties for non-compliance including withholding payments, contract termination, and disqualification from future bidding. The total projected budget for the project is $500,000, which will be all-inclusive covering fees, taxes, indirect expenses, design, engineering, permitting, fabrication, installation, and closeout documentation. The City will shortlist the top three firms for interviews and ultimately select the most qualified firm to enter into negotiations. While no incumbent vendors are specified, the project will focus on creating displays for Asian wildlife including red pandas, Komodo dragons, sand cats, and Malayan tigers, with the broader mission of creating inspiring memories and connecting people with animals to ensure the protection of wild animals and wild places.

Reid Park Zoo's mission is "to create inspiring memories for all by connecting people and animals to ensure the protection of wild animals and wild places."

The Zoo, founded in 1965 with a collection of birds, prairie dogs, farm animals, and a few squirrel monkeys, has expanded to a 24-acre campus that houses hundreds of animals in naturalistic exhibits and annually hosts more than 500,000 visitors. Reid Park Zoo is accredited by the Association of Zoos and Aquariums.

The zoo is currently in the process of implementing its new master plan, which includes entry renovations, a new flamingo exhibit, a new play area and a 4.5-acre expansion for Asia themed exhibits and facilities.

The City desires to select a qualified firm to provide turn-key installations for a variety of interpretive displays, signage and graphics, which may also involve interactive work including audio, video, phone applications, etc.

The total projected budget is currently estimated at $500,000. The budget will be all-inclusive, including but not limited to: fees, taxes, indirect expenses, design, engineering, permitting (if applicable), fabrication, installation of the work and closeout, including as-built drawings and operation and maintenance manuals.
