About this opportunity

Erie County Medical Center Corporation (ECMCC), a public benefit corporation in Buffalo, New York, is seeking qualified vendors to provide brokerage services for the sale of portions of its Internet Protocol (IP) version 4 (IPv4) Class B address space, with the goal of monetizing a portion of this publicly routable network while maintaining at least a portion of the Class B network for its own use and preserving its existing Autonomous System Number (ASN). The Request for Proposals (RFP) was issued on April 10, 2026, with a pre-proposal conference call scheduled for April 17, 2026, at 11:30 a.m. EST via Microsoft Teams, a written questions deadline of April 21, 2026, and responses to be provided by April 29, 2026; proposals must be submitted electronically through ECMCC's Procurement Portal by Wednesday, May 6, 2026, at 11:00 a.m. EST. The resulting agreement will be five years in duration, and ECMCC reserves the right to leverage the successful respondent for similar services and transactions involving additional public IP address space or related brokerage services. Qualified respondents must demonstrate a minimum of five years of experience in IP brokerage services and a track record of similarly sized IP range sales or lease arrangements, providing a transparent and predictable fee structure submitted in Excel format. Proposals will be evaluated on a best-value basis with 100 total points allocated as follows: Cost Estimate/Fee Structure (35 points), Approach and Methodology (25 points), Transition Timeline (15 points), Experience (20 points), and Quantitative Factor Questionnaire (5 points); the proposal is firm and irrevocable for 60 days from submission, and pricing offered must remain in effect for the length of the resulting agreement.

There are no set-aside designations or minority/women-owned business enterprise (MWBE) or service-disabled veteran-owned business (SDVOB) utilization goals established for this contract; however, respondents are encouraged to maximize participation by certified MWBE and SDVOB entities and must submit quarterly workforce employment utilization reports detailing the actual New York State-based workforce utilized on the contract. All respondents must comply with comprehensive contractual requirements including obtaining appropriate licensure and insurance, completing vendor credentialing through Symplr, and maintaining professional liability insurance with limits of $1,300,000 per occurrence and $3,900,000 general aggregate, as well as commercial general liability, automobile liability, workers' compensation, and umbrella/excess coverage with specified limits. Contractors must also comply with all applicable federal and state health laws, including the Stark Law, Anti-kickback Law, and HIPAA requirements, and must submit SOC2 Type II reports for data hosting, comply with New York State prevailing wage requirements, and adhere to equal employment opportunity policies and non-discrimination provisions. Additional mandatory requirements include submission of Standard Finance Law Disclosure and Certification forms (Exhibit D), Non-Collusive Bidding Certification, Equal Employment Opportunity Policy Statements, Sexual Harassment Training Policy Statements, and comprehensive respondent data forms disclosing organizational information, prior contract terminations, conflicts of interest, and applicable business certifications. No specific award value or budget range is identified in the RFP documentation, and no incumbent vendors or current contractors are listed for this opportunity.
