About this opportunity

The City of Bowling Green is soliciting proposals from general contractors for interior renovations of the Police East Precinct at 940 Bryant Way, with proposals due September 2, 2026. The project scope encompasses approximately 12,000 square feet of interior renovation including demolition of existing finishes and two restrooms, new office and restroom construction with plumbing work, new lighting fixtures, interior painting, flooring, and associated work.

Key specifications include replacement of approximately 25% of existing 2x4 ceiling tiles with retention of the ceiling grid; ten new 3'-0" x 7'-0" metal doors and one double door to the wellness area with commercial-grade stainless steel hardware; Lithonia Lighting 2x4 LED panel lights; six new offices with metal doors, HVAC returns, lighting switches, and power receptacles every six feet or less; plumbing fixtures specified as American Standard Madera Elongated toilets with Sloan 3.5 gpf flush valves, American Standard Washbrook Top Spud urinals with Sloan Regal 0.125 gpf flush valves, and Uline double roll toilet paper dispensers; replacement of all light switches and receptacles with stainless steel plates; Sherwin Williams SW6257-Gibraltar trim paint; one-way window tint on the bottom three sections of storefront windows in the wellness center; and LVT flooring, carpet squares, and ceramic tile flooring per finish schedules. In the ammunition storage room, a 6-foot chain link fence with three lockable 3-foot gates replaces standard metal doors due to clearance constraints. The building will remain unoccupied during renovations with flexible contractor work hours. The contractor must provide asbestos testing for VCT and glue and complete ductwork cleaning upon project completion. Data, low voltage systems, access control, security, and egress lighting are provided by the owner.

The contractor must carry Commercial General Liability insurance with minimum limits of $1,000,000 per occurrence, Workers' Compensation at Kentucky statutory limits, and Employers' Liability of $1,000,000 per accident, all through companies with Best Rating A- or better, with the City named as additional insured on a primary and non-contributory basis.

Bid tabulation documents indicate six contractor submissions received, with bids ranging from $440,851 to $833,895. Addendum 1 was issued August 25, 2026, clarifying specifications through twenty-four questions and answers.
