The City of St. Petersburg is seeking proposals for an Employee Assistance Program (EAP) through RFP No. 7058, targeting comprehensive support services for its approximately 3,400 active employees, their eligible dependents, and COBRA participants. The procurement seeks a vendor to provide 24/7 counseling services addressing alcohol and drug abuse, emotional disturbance, family disruption, financial stress, and occupational challenges. Required services include direct accessibility to licensed mental health professionals, a six-visit per issue service model, and resources supporting legal, financial, and work-life balance needs. The RFP mandates that proposing firms have at least five counseling offices within 10 miles of St. Petersburg, maintain a secure website, and provide multi-line telephone support. Proposal responses are due by December 17, 2024, at 3:00 pm, with a pre-proposal meeting scheduled for December 3, 2024, at 11:00 am. The city anticipates recommending contract award to the City Council on January 16, 2025, with an initial contract term from April 1, 2025, through March 31, 2028, and an option for a two-year renewal. Evaluation criteria will include qualifications, experience, plan design, administration, services, guarantees, and pricing.
The procurement includes additional points for small businesses, minority-owned, and women-owned business enterprises. The current EAP service provider is ComPsych Corporation, which has been providing services on a per-employee, per-month basis and includes 40 annual hours for critical incident, training, and health fairs. The current annual expenditure for EAP services is approximately $55,800. Proposing firms must demonstrate at least three years of experience in Florida, possess appropriate licensing, show financial stability, and provide a dedicated account manager. The city's objectives include reducing absenteeism, substance abuse, employee turnover, and workers' compensation claims while increasing job satisfaction. Insurance requirements for the selected vendor include $1,000,000 in Commercial General Liability, $1,000,000 in Commercial Automobile Liability, Workers' Compensation insurance, and $1,000,000 in Errors & Omissions/Professional Liability insurance. The city reserves the right to modify the scope of work and will evaluate proposals based on comprehensive service offerings and competitive pricing.
