About this opportunity
The Commonwealth of Massachusetts Executive Office of Health and Human Services (MassAbility) is requesting responses for Instrumental Activities of Daily Living (IADL) Support Services and In-Home Evaluations to establish a statewide network of qualified providers serving eligible MassAbility participants with disabilities, with responses due December 1, 2026, at 4:00 PM EST through COMMBUYS. MassAbility anticipates awarding up to 50 contracts. This procurement carries a mandatory Supplier Diversity Program (SDP) commitment: bidders must direct at least 1% of contract revenue toward Supplier Diversity Office-certified diverse businesses or non-profit organizations, with SDP plan submissions weighted at 25% of total evaluation points. A bidders' conference is scheduled for October 28, 2026, at 11:00 AM via Zoom; questions are due November 3, 2026, at 4:00 PM EST, with MassAbility responses due November 17, 2026.
Bidders must indicate which services they pursue (Household Support Services, In-Home Evaluation Services, or both) and which geographic regions they will serve (North, East, South, or West). Household Support Services encompass grocery shopping, meal preparation, medication pick-up, laundry, light housekeeping, and other routine IADL activities as authorized in participants' service plans. Household Support Services are reimbursed at established rates ranging from $33.04 to $35.12 per hour depending on service region under 101 CMR 422.00. In-Home Evaluations are reimbursed at $107.99 per completed evaluation. Ancillary supports are reimbursed on a cost-reimbursement basis with prior written authorization. Providers must use Electronic Visit Verification (EVV) systems with phased compliance: 70% in Year 1, 80% in Year 2, and 85% in Year 3 and ongoing. Providers must maintain active accounts in the MassAbility Provider Portal, EIM/ESM, and other MassAbility-designated systems and comply with all state and federal privacy, security, and records-retention requirements.
The annual total contract value is up to $3 million. The initial contract term runs February 1, 2027, through January 31, 2032, with two optional two-year renewal periods extending through January 31, 2036. This is a rolling enrollment RFR; bidders may submit proposals up to six months prior to the procurement end date, with quarterly submission windows beginning June 1, 2027. MassAbility anticipates issuing notice of award by January 25, 2027. Evaluation criteria are organizational experience and capacity (20%), staff knowledge and skill (20%), participant engagement and empowerment (8%), partnering with MassAbility (8%), quality assurance and continuous quality improvement (8%), cultural, linguistic, and disability-responsive capacity (10%), and service-delivery approach and experience (26%). A minimum qualifying score of 70 points is required. Bidders must submit a Department of Revenue Certificate of Good Standing, Supplier Diversity Plan, and all required COMMBUYS documentation by the deadline; missing required forms or incomplete submissions will render proposals non-responsive.
