About this opportunity
The Massachusetts Executive Office of Health and Human Services, through the MassAbility program's Statewide Head Injury Program (SHIP), is seeking qualified providers to deliver recreational services for individuals with acquired brain injuries throughout the Commonwealth. The procurement aims to address social isolation, depression, and cognitive challenges experienced by brain injury survivors by offering group-based recreational activities for adults 18 and older. Providers will be responsible for developing and implementing culturally competent, varied, and properly adapted recreational services including adaptive sports, arts and crafts, dining out, cultural events, and virtual workshops. A Bidder's Conference is scheduled for June 17, 2025, from 10:00-11:00 EST via Zoom, with bidder questions due by June 20, 2025, and MassAbility responses due by June 27, 2025. The evaluation will utilize a comprehensive scorecard with a minimum qualifying score of 60 points, using a 5-point scale ranging from Unsatisfactory (1 point) to Outstanding (5 points), with scoring focused on program and business responses. The contract will have an initial one-year duration with options for one additional five-year renewal, covering the period from October 1, 2025, to September 30, 2035.
The procurement includes significant emphasis on supplier diversity, with contracts valued over $250,000 requiring a Supplier Diversity Plan (SDP) that mandates directing at least 1% of contract revenue to diverse business enterprises or non-profit organizations. Eligible SDP Partners must be certified in categories including Minority-Owned, Women-Owned, Veteran-Owned, Disability-Owned, and LGBTQ Business Enterprises. MassAbility is particularly interested in providers serving underserved regions such as Boston, Haverhill-Lawrence-Methuen, Framingham-Natick, Gardner-Leominster-Fitchburg, and Northampton-Greenfield areas, with a strong preference for culturally competent and linguistically diverse service providers. The procurement will be conducted through the COMMBUYS Market Center, requiring bidders to maintain an active COMMBUYS Seller account. The estimated total contract value is up to $700,000 annually, subject to annual appropriation by the Massachusetts Legislature. The Small Business Purchasing Program (SBPP) is also referenced, encouraging consideration of small businesses for procurements under $250,000, though contract awards are not guaranteed.
