About this file

This is a vendor response document for the Commonwealth of Massachusetts MassAbility program's Instrumental Activities of Daily Living (IADL) Support Services and In-Home Evaluations procurement. The solicitation seeks to establish a statewide network of qualified providers to deliver IADL support services, in-home evaluations, and limited ancillary supports to eligible MassAbility participants with disabilities throughout Massachusetts. Bidders are required to indicate which services they are pursuing (Household Support Services and/or In-Home Evaluation Services) and which geographic regions they will serve (North, East, South, or West). The response document functions as a qualification-based application in which vendors must complete all required sections, obtain authorization signatures, and submit the completed form along with additional required documentation as detailed in the Bidder's Checklist and RFR.

The response document requires bidders to address eight comprehensive requirements: organizational experience and capacity; staff knowledge, skill, and experience; participant engagement and empowerment; collaboration with MassAbility; quality assurance and continuous quality improvement; cultural, linguistic, and disability-responsive capacity; service-specific approaches (either Household Support Services at 26% of the score or In-Home Evaluations); and Supplier Diversity Program commitments. Bidders pursuing Household Support Services must demonstrate experience with homemaking and in-home supports, staffing models, geographic coverage, scheduling processes, Electronic Visit Verification (EVV) capabilities, worker training, and service continuity strategies. Bidders seeking In-Home Evaluation qualifications must document assessment experience, evaluator qualifications, standardized assessment tool usage, quality-review processes, and objectivity protections. All bidders must certify the accuracy of their statements and authorize verification of staff qualifications, with false statements subject to disqualification and potential legal penalties.

Also describe how your organization has handled those situations in the past and how those experiences enhance your organization’s approach to cultural/linguistic diversity?

(2) Bidders are required to make a meaningful financial commitment (“SDP Commitment”) by partnering with one or more SDO-certified or recognized diverse business enterprise or non-profit organization, including a current fiscal-year commitment, and including prior year-spending information for any existing providers. It is also desirable that all Providers aim to direct at least 1% of their Commonwealth contract revenue toward spending with SDP Partners. The Provider’s percentage of spending with SDP Partner(s) for the prior fiscal year can be seen as “PERCENT (%) OF POS SPEND” on the completed “SDP Plan Form for POS” for that fiscal year.
